Pan-African Parliament

The Pan-African Parliament (English Pan - African Parliament, often short, PAP) is a parliamentary organ of the African Union ( AU) with 265 deputies from all Member States. There has been no legislative powers, but has only an advisory role. 2010 should be additional legislative powers, but this has not happened.

Organization

The Pan-African Parliament was established in March 2004. Its creation was provided for in Article 17 of the Constitutive Act of the AU in 1991. It consisted initially of 202 members from 41 of the 53 member states of the AU. In 2008 he included representatives of 47 Member States, posted each 5 members in the parliament. The AU decided in July 2004 at a summit in Addis Ababa that the Pan-African Parliament is to meet twice a year in the South African town of Midrand in the northern region of Johannesburg.

President of the Pan-African Parliament is the Nigerian Bethel Nnaemeka Amadi. For each African region, with the exception of the region of the President, a Vice- President has been used: for Southern Africa, the Namibian Loide L. Kasingo, Democratic for North Africa Suilma Hay Emhamed Elkaid Arab Republic of Sahara, Central Africa, the Cameroonian Roger Nkodo Dang and for East Africa Ruandaerin Juliana Kantengwa.

Objectives

The Pan-African Parliament to implement the task of the policies and objectives of the AU. It aims to promote human rights and democracy in Africa, creating conditions for peace, security, stability, cooperation and development, promote self-reliance and economic recovery as well as a sense of community among the African peoples and to ensure that Member States comply with the requirements for good governance. In addition, it is intended to inform the African population on these objectives and work together with the regional economic communities.
