Peter Bowness, Baron Bowness

Peter Spencer Bowness, Baron Bowness, CBE, DL ( born May 19, 1943) is a British politician ( Conservative Party ).

Life and career

Bowness attended Whitgift School in South Croydon and the Law Society 's School of Law, and the College of Law. From 1966 he worked as a lawyer. From 1970 to 2002 he was a partner at Weightman Sadler Solicitors in Purley. Since 2002 he is a consultant (Consultant ) at the law firm Streeter Marshall Solicitors, which has offices in Croydon, Purley and Warlingham.

From 1968 to 1998 he was a member of the City Council ( Councillor ) in the London Borough of Croydon, whose chairman was (Leader) from 1976 to 1994, and Mayor ( Mayor ) of 1979 until 1980. Bowness 1978-1980 Deputy Chairman of the Association of Metropolitan Authorities and chairman of the London boroughs Association from 1978 to 1994. From 1994 to 1996 he was leader of the opposition in Croydon Council.

Since 1981 he has been Deputy Lieutenant of Greater London. He was from 1983 to 1995 a member of the Audit Commission from 1985 to 1993 at the London Residuary Body and 1989-1992 at the National Training Task Force.

Membership in the House of Lords

Bowness was appointed in 1996 as Baron Bowness, of Warlingham in the County of Surrey and of Croydon in the London Borough of Croydon for Life Peer.

From 1997 to 1998 he was opposition spokesman on issues of local government in the House of Lords. 1999 to 2000 he belonged to the Assembly on the draft Charter of Fundamental Rights of the European Union as the representative of the House of Lords.

Bowness belonged or belongs to several committees of the House of Lords on. He was 1999 Chairman of the Joint Sub-Committee (Bill Joint Committee) draft Local Government (Organisation and Standards ). He was from 2000 to 2003 a member of the EU Sub-Committee C Common Foreign and Security Policy, which deals with the common foreign and security policy. He was a member of the committee to Chinook ZD567 2001-2002, and 2002-2006, and since 2008 in the Joint Committee on Human Rights (Human Rights Joint Committee).

From 2003 to 2007 he was a member of the Committee on Affairs of the European Union (European Union). From 2003 to 2006 he chaired the EU Sub-Committee C Foreign Affairs, Defence and Development Policy. In the EU Sub-Committee E Law and Institutions since 2006 he is a member, co-opted since 2009 Chairman. Since 2009, he is again a member of the Committee on European Union Affairs.

Bowness is chairman of Lithuania Group ( Lithuania Group) since 2001. He is Vice Chairman of the Group Romania ( Romania Group) since 2006 and of the group Moldova (Moldova Group) since 2009.

As a focus of his political work Bowness is on the side of the House of Lords to the municipal administration, especially the Municipality of London, and matters concerning the European Union. His special interest is the countries of Central Europe and Eastern Europe, and the Balkans.

Other offices and honors

He was a member of the British delegation at the Congress of Regional and Local Authorities of Europe in the Euro Europe from 1990 to 1998 and the Committee of the Regions (CoR ) By 1994 to 1998. He was from 1993 to 1994 Member of the Supervisory Board of the London First / London Forum. Bowness is a member of the Inter-Parliamentary Union. He is since 2007 also a member of the British delegation to the Parliamentary Assembly of the OSCE. Bowness was Director ( Governor ) of the Whitgift Foundation.

1981 Bowness was appointed Commander of the Order of the British Empire. In 1987 he became Freeman of the City of London. He was an Honorary Freeman of the London Borough of Croydon in 2002.

Family

Bowness married on July 27, 1969 Marianne Hall. Her daughter was born in 1978. The marriage ended in divorce in 1983. On June 6, 1984 Bowness married his second wife, Patricia Jane Cullis.
