President of Israel

Israeli President (Hebrew נשיא ישראל Nasi Jisra'el ) is the head of state of Israel. The Office of the President is located in Jerusalem.

Election and Term

The president is elected by the Knesset in a secret ballot. The candidate requires an absolute majority of votes is not obtained on the first ballot, the election is repeated up to two times. If still no candidate achieve a majority of votes, will leave in the fourth ballot, the candidate with the lowest result of the election.

The term of office of the President is a constitutional amendment since 7 years. Re-election is no longer possible.

Up to a change in legislation in 1998, the presidential term of 5 years, but he could be re-elected any number of times.

The legal framework is set out in the Basic Law on the President of 1964.

Competencies

Israeli President has mainly representative functions and barely operational powers. Its tasks are

  • The opening of the first session of the Knesset of a legislature.
  • The appointment of a member of the Knesset for the Prime Minister and the associated commission to form a government.
  • The signing of all laws, except those relating to the office of President.
  • The legalization of foreign diplomats.
  • The signing of all contracts that are concluded with other states.
  • The appointment of judges, the head of Israeli Central Bank and various other officials.
  • The awarding of certificates of higher education institutions.
  • The exercise of the pardon law.
  • The official international representation of the state of Israel.

The President enjoys during and after his term immunity and is not obliged to take off someone about his official acts accountable.

The presidential term of office ends after the period for which he was elected, if he withdraws from his office or if three quarters of the Knesset, the President of incapacitation eg explain for a misdemeanor.
