Puntsagiin Jasrai

Puntsagiin Dschasrai (Mongolian Пунцагийн Жасрай; * November 26, 1933 in Bugat, Gobi - Altai aimag, † October 25, 2007 in Ulaanbaatar ) was the Prime Minister of Mongolia from July 21 1992 to July 19, 1996 - the first after the democratic change.

Life

Early years

Dschasrai was born in November 1933 in Bugat. He finished high school in Tanxil age of 17. After that, he was a teacher, soon headed a primary school and was then education inspector for the Aimag administration. From 1956 he studied at the Institute of Economics and Statistics in Moscow and made in 1961 with a degree. He was married and has a daughter and two sons, all of which are working as an independent business.

Political career

After 1961 Dschasrai worked in a managerial position in various planning bodies. In 1985 he was appointed Chairman of the State Planning Commission. He was repeatedly a member of the Central Committee of the Mongolian People's Revolutionary Party ( MPRP ) and it was the end of 1990 alternate member of the Political Bureau of the Central Committee of the MPRP and President of the Central Union of Cooperatives of industry and service sectors. For three months he was even Deputy Chairman of the Council of Ministers (Deputy Government). Overall, he was elected four times in the Great State Khural - (Parliament).

From 1992 to 1996 Dschasrai was prime minister. Thus he became the first head of government of a democratic Mongolia. There is a choice of 1996 he stood as a candidate in the Gobi Altai aimag for a parliamentary seat, but was so successful until four years later.

Policy

As an economist Dschasrai had Angang to the future economic development of Mongolia in view. He had microeconomic knowledge and was an advocate of free-market relationships. By the mid- 1980s, he had proposed the admission of private property in the national economy. As President of the Central Union of Cooperatives of the industry and the services sector, he made extensive foreign economic relations, which he used in his time as Prime Minister and continued to expand.

During his reign the prices of consumer goods were released and established a free exchange rate of the national currency Tögrög. Nevertheless, he was partly criticized because many opposition politicians were of the opinion that reforms would not quickly and consistently carried out enough. The Government of the MPRP hand often still on administrative methods to control the economy back, instead of switching to the use of economic measures. Together with other members of the government, he was also accused of corruption and abuse of power.
