1988 took place in Amsterdam during the 46th International AmerikanistInnenkongresses (ICA ) at the invitation of the French Centre National de la Recherche Scientifique (CNRS ), the symposium information systems in the social sciences and humanities on Latin America: Balance sheet for a European cooperation instead. The aim of the conference was to establish a European network to facilitate the exchange of scientific information produced in Europe to Latin America with cooperative documentation tools. On 6 and 7 March 1989 formulated in the Consejo Superior de Investigaciones Científicas (CSIC ) in Madrid 35 studies, research and documentation centers an action plan and a temporary coordinating committee was asked to write a draft statute for the proposed organization. The inaugural meeting was held by REDIAL to December 2, 1989 in Bordeaux - Talence and Saint -Emilion (France) from 30 November. The founding members were 35 research institutions, libraries, documentation centers, NGOs and specialized institutions from Belgium, Germany, France, Great Britain, Netherlands, Austria and Spain.
