Reichskommissariat Kaukasus
The Reichskommissariat Caucasia was a planned Reich Commissariat of the Greater German Reich, which should be established in the war against the Soviet Union after the German victory target. For the location between the Black Sea, the Caspian Sea and Caucasus region with an area of 500,000 km ² and a population of around 18 million Tbilisi was provided as the administrative headquarters. According to the concept of Alfred Rosenberg, the " decomposition" of Russia should be carried out a promotion of a certain independence of the peoples diversity of this area. It would be instrumentalized both Cossacks, as well as Christian and Muslim peoples of the Caucasus, although these were therefore not considered to be " racially foreign" and as equal allies. These ethnic groups were considered especially collaboration- willingly, because they had suffered greatly under the Bolshevik regime.
