Rudolf Mellinghoff

Rudolf Mellinghoff ( born November 25, 1954 in Langenfeld, Rhineland ) is a German legal scholar. He was from 2001 to 2011 Judge of the Federal Constitutional Court. Since 31 October 2011 he has been President of the Federal Fiscal Court.

Vita

Mellinghoff studied from 1975 to 1980 Law at the University of Münster and put after his clerkship in 1984, the second legal state exam. After that, he was initially a research associate at the University of Heidelberg, before being appointed in 1987 as a judge on probation to the Tax Court of Dusseldorf. Still in 1987, he was seconded as a research assistant at the Federal Constitutional Court. During the period of secondment, he was appointed in 1989 judge of the Tax Court.

After completing his work as a research assistant Mellinghoff changed in July 1991 as Head of Unit in the Ministry of Justice of the State of Mecklenburg- Western Pomerania, where he was responsible for the construction of public jurisdiction.

In July 1992 he was appointed Judge of the Tax Court of Mecklenburg- Western Pomerania, in 1996 the presiding judge of the Tax Court. In the period from 1992 to 1996 he was also the second chief magistrate at the Supreme Administrative Court, in the years 1995 to 1996, moreover, a judge at the country's Constitutional Court.

From the winter semester 1992/1993 until the summer semester of 1997, Mellinghoff a lectureship at the law and Political Science Faculty of the University of Greifswald true.

From January 1st 1997 Mellinghoff was appointed judge at the Federal. In January 2001 he was appointed as the successor of Klaus Winter judge at the second Senate of the Federal Constitutional Court, where he served until October 2011.

Since the summer semester 2001 he is a lecturer at the Law Faculty of the University of Tübingen.

On 17 November 2006 he received an honorary doctorate from the Ernst- Moritz- Arndt- University of Greifswald was awarded.

In November 2007 Mellinghoff was appointed Honorary Professor at the Eberhard Karls University of Tübingen.

Mellinghoff since 2009, Chairman of the Presidium of the German section of the International Commission of Jurists. He is also Chairman of the Scientific Advisory Board of the Berlin Steuergespräche eV. Since 2011 he is also Chairman of the German Tax Law Society. Together with Paul Kirchhof and Hartmut Söhn he published a major commentary on the Income Tax Act.

On October 31, 2011, the President awarded him the Grand Cross of Merit with Star and Sash of the Order of Merit of the Federal Republic of Germany and at the same time presented him with the certificate of appointment as President of the Federal.

Time the Federal Constitutional Court

On October 31, 2011 Mellinghoff retired before the end of his regular term of office of the Federal Constitutional Court in order to become President of the Federal. During his tenure at the Federal Constitutional Court, he served as rapporteur for the following procedures:
