Constitution content

The Constitution reaffirmed the autocratic rule ( " Supreme Selbstherrschende violence " ) of the Emperor of Allrußland, but also confirmed the rights and duties of citizens, which were guaranteed by the October Manifesto. The October Manifesto, which was adopted after the Russian Revolution of 1905 on 17 October 1905 was a predecessor of the first Russian Constitution. The Constitution of the Russian Empire was after the October Revolution and the Russian Civil War replaced by the Soviet Constitution of 1924 ( after the emergence of the Soviet Union).

However, a real constitutional monarchy was not the Empire of Russia by this Constitution. Human rights were subordinated to the laws by the Constitution. The laws themselves could not enter into force also because of the veto without the consent of the Russian Emperor. However, no law without the consent of the Duma to enter into force. The Tsar also had the possibility to dissolve the Duma.
