Stabilization Fund of the Russian Federation

The stabilization fund (Russian стабилизационный фонд Российской Федерации ) is a special fund ( SWFs ) of the Government of the Russian Federation.

The fund was created in 2004 for the case of declining state revenues due to falling world market prices for oil, based on the experiences of the ruble crisis of 1998.

In 2008, the fund was divided into a reserve fund and into a prosperity funds. The reserve fund government expenditures are financed, if the oil price falls below a certain mark. If additional excess funds are available after the annual Äufnung of the reserve fund, they will be assigned to the prosperity funds with which the national welfare projects are financed.

The fund is mainly invested abroad. It is maintained by the Russian Ministry of Finance, which delegated certain tasks of asset management to the Russian Central Bank.
