Talysh-Mughan Autonomous Republic

The Talysh Mugan Autonomous Republic was a short-lived unrecognized autonomous republic in Azerbaijan, which was from June to August 1993. It was located in the extreme south of Azerbaijan and consisted of 6 Rajons Azerbaijan to the regional capital Lənkəran: Lankaran, Lerik, Astara, Masallı, Yardimli and Biləsuvar. Historically, this area was the Talysh Khanate.

The Autonomous Talysh - Mughan Republic should not be confused with the Mughan - Soviet republic. This was a Bolshevik State to June 1919 in opposition to the government of Azerbaijan Musavat in Baku was from March (Democratic Republic of Azerbaijan).

Foundation

The autonomous republic was proclaimed in the midst of a political turmoil with tactical support of Russia in Azerbaijan. In June 1993, began under the leadership of Colonel Surat Huseynov, a military revolt against the Azerbaijani President Əbülfəz Elçibəy. Colonel Alikram Hummatov, a close ally Huseynovs and leader of the Talysh nationalists gained power in southern Azerbaijan and called the new republic in Lənkəran of what led to the escalation of violence.

But the situation calmed down, as Heydər Əliyev came to power. The Talysh - Mugan Republic, which was not able to gain significant public support has been abolished.

Resolution

Alikram Hummatov had to flee Lənkəran, when 10,000 demonstrators gathered in front of his headquarters and demanded that he should leave the city.

According to Prof. Bruce Parrott:

" This adventure turned rapidly into a farce. The talysche character of the "republic" was minimal, while the clear threat to the territorial integrity of Azerbaijan by its mere existence later Guseinov [ Huseynov ] brought only Gumbatov and discredited. "

Follow

Some observers believe that this revolt was part of a larger conspiracy to bring the former president Ayaz Mütəllibov back to power. Hummatov was captured and sentenced to death initially. The sentence was commuted to life imprisonment. In 2004 he was pardoned and released under pressure from the Euro Europe. He was allowed to emigrate to Europe after he had publicly announced to pursue any political activities more. Even today, the Talysche national movement is active and pursues the goal of restoring the Autonomous Onen Talysh - Mughan Republic on. Those who were involved in the proclamation say, however, that they had always viewed the autonomous republic as a part of Azerbaijan.

According to some sources, the Azerbaijani government has become a policy of consistent integration of minorities such as the Talysh, deeds, Kurds and Lezgins. Nevertheless, the Euro Europe says:

"Azerbaijan had made particularly commendable efforts to digestion of the personal application of the Framework Convention on a wide range of minorities. In Azerbaijan, the importance of the protection and maintenance of the cultures of national minorities has been recognized and the long history of cultural diversity of the country is mostly appreciated.
