Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator

The UN Emergency Relief Coordinator (English Emergency Relief Coordinator, short ERC) is the coordinator of humanitarian response by the United Nations. This function is exercised by the respective Director of the Office for the Coordination of Humanitarian Affairs, this is then simultaneously also Under-Secretary General for Humanitarian Affairs of the United Nations.

Tasks

The tasks of the Emergency Relief Coordinator, can be divided into three main areas:

  • Development of procedures and coordination function to the Secretary-General of the United Nations support; ensure that all humanitarian issues, including those which do not fall directly into the ranges of existing institutions, such as protection and assistance to displaced persons within a country are treated;
  • Advocate for humanitarian issues in political bodies, such as the Security Council of the United Nations
  • Coordination of emergency humanitarian assistance of local actions, while ensuring that appropriate response mechanisms are installed, including through the involvement of the Inter-Agency Standing Committee ( IASC); to also position of a fast-reacting assessment team ( UNDAC ) on site.

Budget and staff

The core functions of OCHA exerted by approximately 1,900 employees in New York, Geneva and outdoor use (as of 2012).

The budget for 2011 accounted for approximately 242 million USD. Of this, about 5 % (about 14 million USD) from the regular budget of the United Nations; the rest provided by the Member States, the European Union and giving organizations available from their own budgets.
