Special

After there had been four winners in the previous year, there were some difficulties before the Netherlands declared themselves ready to take on the alignment. In addition, four countries boycotted the competition because they were dissatisfied with the conditions and mechanisms of the vote last year's event. These were Finland, Norway, Portugal and Sweden. Also Austria renounced, although they had not participated in protest against the Spanish dictator at last year's contest.

In order to avoid a tie like last year, it was decided that at equal points again a vote of the other countries should be made ( with the exception of being assessed ). If there is still no winner are fixed, so just two or more winners would be chosen.
