Wolfenbüttel (district)

The Wolfenbüttel district is a district in the east of Lower Saxony. It is bordered to the west by the district of Hildesheim, in the north of the county-level city of Brunswick, on the east by the county Helmstedt and on the south by the counties of resin and Goslar. The independent city of Salzgitter divides the district into two parts namely in a small western part, which consists only of the integrated municipality Baddeckenstedt, and the larger eastern main part of the county town of Wolfenbüttel and the other communities. Nationwide became famous for the district Wolfenbüttel in particular as the site of the Asse mine, a former salt mine, in the 1967-1978 disposal was tested by nuclear waste and practiced on a large scale and that has become temporarily unstable by the entry of large amounts of water.

History

The birth of the district of Wolfenbüttel followed the " New Landscape order" of 1832, which created six District Directorates of the former Duchy of Brunswick. This order has the Wolfenbüttel district retain over 110 years as the largest district of the former country Brunswick until 1941, when the " Salzgitter " Regulation came into force, in the twenty communities were to cede. To compensate for the county received ten municipalities from district of Marienburg. In addition, the Hessen communities and Pabstorf were beaten to the district of Wernigerode and in turn the city Hornburg including Isingerode and Roklum to the district of Wolfenbüttel.

On 30 May 1963, the municipality South Elm formed with the seat in Schoeppenstedt first integrated municipality in the administrative district of Braunschweig.

1971 should be the law for the reorganization of the municipalities in the Braunschweig -Wolfenbüttel - Helmstedt - Peine -Salzgitter initially bring only an improvement in community structure: the municipalities would be merged into administrative units ( unit communities or collective municipalities ), which should have as more than 7000 inhabitants. Even if the state government, the resolution of the district Braunschweig suggested, as this would no longer be viable after inclusion of numerous surrounding communities, a comprehensive district reform should not immediately be initiated. Without anticipating the final rule newly structured communities from areas of two counties should all be assigned to the district, which won the majority of the population.

According to this principle was for Schladen no means the solution to be expected, which had called for the hearing date, the fractions of the district, because in the newly integrated municipality with the communities Schladen ( with Isingerode, Beuchte and weirs ), Gielde, Werlaburgdorf and Hornburg outweighed the Goslar share. The heated discussion ended with the fact that the state legislature contrary to the original intention decided to anticipate a part of the comprehensive district reform. This should be set in the eighth legislature in the spring of 1976 in force.

So Schladen came to the district of Wolfenbüttel. This gain had to be bought with a serious loss: The town of Bad Harzburg was incorporated into the district of Goslar. Easier to cope with was the non- inclusion of communities Vechelde, turning the castle and teaching that were assigned to the districts Peine and Helmstedt. The district of Wolfenbüttel, was contrary to the original plan, not the legal successor of the dissolved district of Braunschweig; this position the independent city of Braunschweig was transferred.

The planned adoption of the Law on March 1, 1974 made in January of this year, virtually overnight, negotiations on two field change contracts required. In these negotiations, it was about the procedures used to incorporate municipalities belonging Leif earth Geitelde and Stiddien in the city of Braunschweig, further to the municipalities belonging Sauingen and Üfingen in the city of Salzgitter. Above all were the problems raised by the resolution of the county of Brunswick. As expected, the negotiations with the district Goslar designed little harmony. Although the inclusion of Goslar communities Steinlah and Haverlah caused to the west and by Ohrum, Dorstadt, Hein Ingen, big and small Flöthe in the east no tension; violent clashes but there were until recently because of the incorporation of the new Samtgemeinde Schladen. So no arrangements between the two rival groups could be prepared before the final vote in Parliament. Result of hectic negotiations was finally an area change agreement, which was approved by both county councils. In these negotiations, especially the pecuniary conflicts over the county facilities in Bad Harzburg were in dispute, which had always been regarded as the jewel of the county.
