Abdoulaye Sékou Sow

Abdoulaye Sékou Sow ( born 1931 in Bamako, † May 27, 2013 in Bamako ) was a lawyer and politician and from 1993 to 1994 Prime Minister of Mali.

Career

After visiting the school, Jean Louis Monod de Medina Coura, at the Lycée Terrasson de Fougères and the Lycée de Montpellier Sow studied philosophy at the Faculty of Letters and Human Sciences at the Université Montpellier III ( Université Paul Valéry ), as well as psycho- education at the École Normale Supérieure de Fontenay -Saint-Cloud. In addition Sow graduated in Law and Economics in Paris, which he with a doctorate in public law ( Docteur d' Etat en Droit public) and admitted to the bar ( Certificat d' Aptitude à la Profession d' Avocat, CAPA ) finished.

After his return to Mali, he joined the civil service and was initially first director of tourism then from 1968 to 1969 director of the École Nationale d' Administration (ENA ) as well as Technical Adviser to the Ministry of Industrial Development and Energy and Mining. Between 1976 and 1977 he was again director of the ENA. In 1977 he retired from the civil service and worked as a notary public in the following years.

After the fall of the regime of General Moussa Traoré on 26 March 1991 he was among the founders of the Alliance pour la démocratie au Mali - Parti africain pour la solidarité et la justice ( ADEMA - PASJA ).

In June 1992 he was appointed Minister of State for Defence in the government of Younoussi Touré. On April 12, 1993, he was appointed by President Alpha Oumar Touré KONARE as successor to the Prime Minister. During his last until February 4, 1994 term of office he held at the same time from the Office of Defence.

Subsequently, he was again working as a notary public. At the same time he was editor of several magazines such as " Revue du citoyen " and " Études et documents ", but also the author of numerous essays on topics of public administration and administrative law. In April 2003 he was appointed a member of the Constitutional Court ( Cour Constitution Nelle ).

His 2008 published book " L' État démocratique républicain: la problematique de sa construction au Mali ", in which he grappled with the political situation during the coup attempt in 1993 and the former civil war with the Tuareg, led to controversy in public.
