European Union Special Representative

Special Representative of the European Union (English EU Special Representatives ( EUSRs ) ) are persons who, on a proposal from the High Representative of the Union for Foreign Affairs and Security Policy of the European Union Council under Article 33 of the EU Treaty to perform specific tasks in the area of ​​Common Foreign and Security Policy ( CFSP) be ordered.

  • Afghanistan: Vygaudas Ušackas ( since 22 February 2010). Responsibilities: Implementation of the EU 's policy in Afghanistan, in close cooperation with the UN and head of the EU mission in Kabul.
  • Region of the African Great Lakes: Roeland van de Geer (since 15 February 2007).   • African Union ( AU): Koen Vervaeke (since 6 December 2007). Mandate issued by Joint Actions 2007/805/CFSP, 2008/403/CFSP and 2008/898/CFSP. Responsibilities: Coordination of cooperation between the EU and the AU, the line of the European Commission delegation to the African Union.
  • Bosnia and Herzegovina: Peter Sørensen (since 1 September 2011). Mandate given by the Council Decision 2011/426/CFSP tasks: to support implementation of the Framework Agreement for Peace in Bosnia and Herzegovina and in the Stabilisation and Association Process; Peacekeeping ( see also High Representative for Bosnia and Herzegovina)
  • Kosovo: Samuel Žbogar (since 25 January 2012)
  • Macedonia Erwan Fouéré (since 17 October 2005). Mandate issued by Joint Actions 2007/109/CFSP, 2006/123/GASP, 2005/724/CFSP, 2008/129/CFSP, 2009/129/CFSP and 2009/706/GASP; Responsibilities: Support in implementation of the Ohrid Framework Agreement; Peacekeeping; Support the stabilization and association process.
  • Moldova: Kálmán Mizsei (since 15 February 2007). Mandate issued by Joint Actions 2007/107/CFSP, 2008/106/CFSP, 2009/132/CFSP and Council Decision 2010/108/GASP. Tasks: contribution to the settlement of the Transnistrian conflict, in close cooperation with the OSCE.
  • Sudan: Torben Brylle ( since 19 April 2007). Mandate given by the Council Decision 2007/238/CFSP, Joint Actions 2007/108/CFSP, 2007/809/GASP, 2008/110/CFSP, 2009/134/CFSP and Council Decision 2010/110/GASP. Tasks: a contribution to a political solution to the conflict in Darfur, the implementation of the Peace Agreement CPA ( Comprehensive Peace Agreement ), the promotion of North -South dialogue, strengthening of African ownership, ensuring the effectiveness of the EU contribution to the African Union Mission in Sudan ( AMIS)
  • South Caucasus Peter Semneby ( since 20 February 2006). Mandate issued by Joint Actions 2006/121/CFSP, 2008/132/CFSP, 2008/796/GASP, 2009/133/GASP and of the Council 2010/109/GASP decision; Tasks: Support of Armenia, Azerbaijan and Georgia to reform, conflict prevention and control, repatriation of refugees, support to States for cooperation in the economic, energy and transport sectors.
  • Central Asia Pierre Morel ( since 5 October 2006). Mandate issued by Joint Actions 2005/588/CFSP, 2006/670/CFSP and 2005/118/GASP; Tasks: strengthening democracy, the rule of law and human rights; Improving relations between the EU and Central Asia. On 25 September 2008 he was also appointed as EU Special Representative for the Georgia conflict.
