Guam's at-large congressional district

Guam is since 1949 a nichtinkorporiertes territory of the United States. The Western Pacific island was first represented in 1973 by a delegate in the House of Representatives of the United States; the actual electoral district was established in February, 1970, but without it immediately came to the election of a delegate. Congress delegates have only one vote in the committees, but not in the House itself
