Jacques de Larosière

Martin Jacques Henri Marie de Larosière de Champfeu ( born November 12, 1929 in Paris ) is a French lawyer. He was Director of the International Monetary Fund (IMF ) ( 1978-87 ), Governor of the Banque de France ( 1987-93 ) and president of the European Bank for Reconstruction and Development ( 1993-98 ).

Life

De Larosière studied until 1960 Law at the Sorbonne in Paris, the Institut d' études politiques de Paris (IEP ) and the École nationale d'administration (ENA ). He made first in the Direction générale du Trésor, the French Treasury, career, and was its director from 1974 to 1978.

As the successor to Johan Witteveen he was confirmed in 1983 in 1978 Managing Director of the International Monetary Fund ( IMF) and for another five years in office. In 1982 he was named Time magazine "Man of the Year" for his role in tackling the debt crisis of Mexico, Brazil, Argentina and other Latin American countries.

1987 Larosière was Governor of the Banque de France and was instrumental in the preparation of the European Monetary Union.

1993 convened the European Bank for Reconstruction and Development (EBRD) Larosière as their president. He fell there on through his rigorous austerity and the increased focus on small and medium-sized enterprises, which the EBRD strongly criticized by the policies of his predecessor Jacques Attali again could gain a positive reputation. After his resignation in early 1998, first took over as acting Vice President Charles Frank, the Office of the President, to Horst Köhler was elected the new EBRD President in July 1998.

After his departure as EBRD President de Larosière became a consultant for International Financial Matters in the French commercial bank BNP Paribas.

De Larosière was chairman of a set up by the European Commission expert group has submitted detailed recommendations as lessons from the financial crisis on 25 February 2009 in order to strengthen the supervision of financial institutions and markets in the EU ( so-called de Larosière report).
