Joker Arroyo

Joker Paz Arroyo ( born January 5, 1927 in Naga, Camarines Sur ) is a Filipino politician.

Life

Attorney and opponent of the Marcos dictatorship

After school he studied law at the University of the Philippines and graduated with a Bachelor of Laws ( LL.B. ) from. Another study of public law at the Ateneo de Manila University, he finished with an associate degree ( Associate of Arts in Public Law (AAPL ) ). After graduating, he worked as a lawyer.

After the imposition of martial law by President Ferdinand Marcos in 1972, he committed himself to people, freedom and equality rights. He was the first lawyer who filed a lawsuit in the Supreme Court of the Philippines for checking the compatibility of martial law ( Proclamation 1081 ) with the Constitution of the Philippines. Then he complained with other legal Anwalten before the Supreme Court in cases of ratification of the dictated by Marcos Constitution of 1973, the 6th Amendment to the Constitution, the President Marcos next to the Parliament ( Batasang Pambansa ) allowed the decision of laws, and the power of military courts for sentencing of civilians.

During the period of martial law, he represented in numerous lawsuits prominent political figures such as Benigno " Ninoy " Aquino, Eugenio Lopez, Jr., Sergio Osmeña III, Jose Maria Sison, Jovito Salonga, Aquilino Pimentel, Eva Estrada - Kalaw, Renato Tanada and Eduardo Olaguer. He was Counsel in more human rights cases than any other lawyer in the Philippines. Because of these activities, however, he was even interned in a military camp and injured in participation in protests. Most recently, he was, among other founders of FLAG, a lawyer for free legal advice Group ( Free Legal Assistance Group ).

Political offices after the fall of Marcos

In the early presidential election in 1986 he was a consultant of Corazon Aquino and was appointed to the influential Executive Secretary after taking office as president in March 1986. This office he held until September 1987.

At the same time he was between 1986 and 1990 was appointed Chairman of the Philippine National Bank and Executive Director for the Philippines in the Asian Development Bank.

In the elections of 1992 as a non-party member of the House of Representatives and represented there by his re- election in 1995 and 1998 and June 2001 the first electoral district of Makati City. He was selected in part with 80 percent of the vote and placed a parliamentary record of 100 percent attendance at the meetings of the House of Representatives during its entire membership to Parliament.

In the impeachment of President Joseph Estrada in 2001, he was the chief representative of the indictment.

After his retirement from the House of Representatives, he was re-elected in June 2001, Member of the Senate and in 2007 for another six -year term. He was temporarily chair the committees for the accountability of public persons and investigations ( the so-called "Blue Ribbon Committee " ), for Justice and Human Rights and the Civil Service.
