Kálmán Ghyczy

Kálmán Ghyczy ( born February 2, 1808 in Komárom, † February 28, 1888 in Budapest) was a Hungarian lawyer and minister.

Life

Ghyczy studied jurisprudence, was in 1830 appointed to rule lawyer at the royal estate Ráckeve on the Danube island Csepel ( in Pest county), in 1833 as the first vice notary Komorner the county with the title of Upper notary, and 1839 for Komitatsobernotar. In 1843 he was elected to the Reichstag, where he showed great business agility. At the same time he was elected first vice-prefect of his county, in 1847 prothonotary at the royal table, and thence to the prothonotary ( ordinary judge ) at the Septemviraltafel, the Supreme Court of the country, promoted.

In 1848, he was Undersecretary of the Justice Minister Ferenc Deák. Also, he was re-elected by Komorner county as a member of the Reichstag from 1848. Following the resignation Deak in September Ghyczy was at the head of the Justice Department.

When the Reichstag in December resuming the war with Austria, he retired into private life. 1861 re-elected by Komorner county in parliament, he became president of the same, and leader of the Left.

With regard to compensatory negotiations with Austria he championed the mere personal union, sought in 1867 as a member of the delegation, the rate in Hungary for the common budget to keep as low as possible, but stopped since the balancing himself to the opposition and by the delegations away.

It was not until 1873, when the Deáksche party broke up, he formed a middle party, which took the standpoint of compensation. In March 1874, the Ministry József Szlávy took his dismissal and the president of the lower house, István Bitto, was asked to form a new ministry, he transferred Ghyczy the Treasury. On October 28 Ghyczy put to the House the budget for 1875, and demanded to cover the 28 million guilder deficit amount forming a surcharge of 25 percent on all taxes and some new taxes. As these proposals were not adopted, the Ministry Bitto dismissed on February 11, 1875 Ghyczy.

Ghyczy was re-elected Speaker of the House on March 5. In April 1879, he resigned his seat and retired to private life.
