Noëlle Lenoir

Noëlle Lenoir (* April 27, 1948 in Neuilly -sur -Seine ) is a French politician.

Noëlle Lenoir from 1992 to 2001 as the first female member of the French Constitutional Court, the Constitutional Council. Then she was between 2002 and 2004, French Minister for European Affairs.

Life

Noëlle Lenoir acquired in 1966, their testimony general literary studies. In 1968 she received a diploma from the Institut d' études politiques de Paris. In 1971 she received her Master in Public Law and 1972, the DES ( Master) in Public Law.

Noëlle Lenoir was from 1972 to 1982 manager in the Senate. From 1984 to 2001 Lenoir sat in the highest administrative court, the Conseil d' État in 1988 to 1990 and was Head of Unit of the Attorney General.

Afterwards she worked for bioethics to the Prime Minister 1990-1991. During this time she wrote the Aux frontières de la vie report ( to the limits of life, Paris 1991). From 1992 to 1998 Lenoir was President of the International Bioethics Committee of UNESCO. There she was responsible for the Universal Declaration on the Human Genome and Human Rights, which was approved in 1998 by the General Assembly of the United Nations. Noëlle Lenoir in 1992 was President of the European Group on Ethics at the European Commission.

In March 1992 she was elected a member of the Constitutional Court, the Constitutional Council, appointed by the President of the National Assembly, where she was employed until 2001. Since 2001 Lenoir is an executive member of the Conseil d' Etat ( supreme administrative court ). Also in 2001 she was a visiting professor at the Department of Law of Columbia University and chronicler in the French magazine L'Express. Between June 17, 2002 and 29 March 2004, Lenoir Minister for European Affairs, and in 2003 representatives of the German -French cooperation.

From 2004 to 2009 Noëlle Lenoir was a lawyer at Debevoise & Plimpton LLP. Also since 2004, she has held the chair of the European Institute of HEC Paris and is the founding president of the Cercle des Européens. From 2005 to 2007, Lenoir presenter of the program grands débats du jeudi sur l'Europe ( The Great Debate on Europe) on the radio station BFM- HEC.
