Norbert van Heyst

Norbert van Heyst (* June 24, 1944 in Rengsdorf / Neuwied ) is a retired Lieutenant General of the Army of the Bundeswehr. Van Heyst became famous after his service as the primary authors of the so-called Heyst report, an inventory of the problems in foreign missions of the Bundeswehr.

Family

Van Heyst is married and has a son and a daughter.

Military career

In April 1963 van Heyst joined as a cadet in the Signal Corps, where he held a variety of uses as a platoon leader, S1 and S2 officer and company commander in the telecommunications battalions 110 and 130 in Borken in Coesfeld. Van Heyst took from October 1974 to September 1976 at the 17th national Generalstabs-/Admiralstabslehrgang of the army at the Staff College in Hamburg part. Subsequently, he was employed as G3 (training) in the Army Office and lecturer in the Department of Planning Staff in the Army Staff of the Ministry of Defense.

After its use as a commander of the Signal Battalion 12 in Veitshoechheim April 1982 to March 1984 was followed by, among other uses as G1 of the 5th Panzer Division, G1 of the III. Corps and Head of Unit for central personnel matters of the officers of the army in the Federal Ministry of Defence.

From March 1991 to March 1993 led van Heyst as the first commander of the armored brigade 39 " Thuringia " in Erfurt.

While its use as a Deputy Chief of the Army Staff in the organization, he was promoted to brigadier general in April 1993. As of August 1994, he was Deputy Chief of Joint Staff planning in the armed forces and from August 1997 Chief of Staff of the Army Staff, now as a major general.

As of March 2000 van Heyst was on duty at the First German - Netherlands Corps in Münster, first as Deputy Commanding General, from July 2002, then as Commanding General of the rank Lieutenant General. Van Heyst handed over on 30 June 2005, the command of the corps to the Dutch Major General Tony van Diepenbrugge and was treated with a large tattoo in front of the castle northern churches by the then Defence Minister Peter Struck from 1 July 2005 to retire.

Use

Van Heyst was from February 10 to August 11, 2003 Commander of ISAF III in Afghanistan.

" Heyst report "

Van Heyst had been asked by the decree of the State Secretary Peter Wichert February 9, 2007, to conduct an independent working group to analyze the planning and management of the Bundeswehr missions abroad and to show improvement. Together with retired Lieutenant General Hans -Werner Jarosch (most recently Vice Chief of Staff of the Air Force ), Lieutenant General retd Ulf von Krause ( last commander of Joint Support Command ), GenStArzt D. Dr. Peter Fraps ( last official Chief Medical Office of the Federal Armed Forces), Major General retired Reinhart Hoppe ( last commander of air Transport Command ), FltlAdm retired Viktor Toyka ( last Deputy commander of the Staff College and director of training ) and BrigGen retired gravel Bernd Heyer ( last deputy to the commander of 7th Armoured Division ) he ran from February 2007 to the required investigation. The Working Group visited eleven departments and interviewed 22 high-ranking military superiors.

Under the official title of " foreign missions " was submitted in July 2007, the Minister of Defense Franz Josef Jung, a 55- page report.

Although the working group came to the conclusion that the Bundeswehr their bets generally well managed, internationally enjoys a high reputation and leadership structures are generally prepared properly. However, this often called " Heyst report " quoted paper criticized at the same time considerable bureaucratic obstacles and a lack of coordination within the Bundeswehr.
