Geography

The province is bordered on the east by Kangwŏn -do, on the north by P'yŏngan - namdo and Pyongyang, to the west by the Yellow Sea, on the southeast by Hwanghae and south to the Kaesong Industrial Zone, a special administrative region of North Korea.

Administrative divisions

The province of Hwanghae- pukto divided in three cities and 16 counties. 2003, the counties Changp'pung -gun and Kaep'ung -gun, and the city of Kaesong were incorporated by Hwanghae- pukto. Previously, these administrative units were part of the special administrative region Kaesong, which was then dissolved.
