Rafael Leonardo Callejas Romero

Rafael Leonardo Callejas (* November 14, 1943 Tegucigalpa ) is an economist and was on January 27, 1990 to January 27, 1994 President of Honduras.

Life

His parents were Emma Romero and Rafael Callejas Valentine. He studied from 1961 to 1966 at the University of Mississippi, from which he later received an honorary doctorate, Agricultural Economics. In 1967 he took a postgraduate course in the Netherlands in agricultural development. In 1968 he was campaigning for Oswaldo López Arellano employees, and served as the President, Callejas was from 1972 to 1975 Director of Economic Planning in a ministry.

1975 he was appointed General Juan Alberto Melgar Castro Minister of Agriculture and Natural Resources, a post he retained also in the cabinet of the government to sharply price-inflating General Juan Policarpio Paz García.

He was Director General of the Banco Mercantil.

Callejas married Nan López.

From 1980 to 1981 he was a delegate to a constitutional convention for Francisco Morazán.

When, in November 1981, a President of the Partido Liberal de Honduras ( PLH) by election to office, Callejas rose in the Partido Nacional de Honduras ( PNH) and in 1982, became Chairman of the Central Committee. The PNH was part of the coalition of Ricardo Maduro, Unidad y Cambio.

In 1985 he founded the Movimiento Nacional Callejista as his presidential election alliance. At that time the members were parties to several strong candidates for the presidency in Honduras. Callejas was 42.6 %, the relatively highest number of votes, the PLH candidates together received 51.5 %. The candidate with the highest percentage of votes PLH, José Simón Azcona del Hoyo 27.5 %, became president.

He married Norma Regina Gaborit.

Callejas was Deputy Chairman of the International Democratic Union.

In the presidential elections in 1989, it was reported that 200,000 cards were used by the dead. Callejas won 52.3 % of the votes counted, and the first president of PNH has been since 1972.

Presidency

The International Monetary Fund advised the government to reduce public spending and devalue the Lempira. In the first months of his reign he enacted the Ley de Ordenamiento Económico, which had been told him by the international financial organizations. The reduction in public expenditure was represented by layoffs of public employees. The U.S. government is corrected in September 1991 430 million U.S. dollars debts of the Government of Honduras as uncollectible.

His policy was based on the needs of investors. The Sula Valley got 90 km four-lane roads and developed into a center of the maquila industry. For parts of the victims of this economic policy, there was the Programa de Asignación Familiar ( PRAF ) and the Fondo de Hondureño Inversión Social ( FHIS ).

Expatriates of the previous governments were allowed to return to Honduras. The support for the contras on Honduran territory was adjusted.

After his presidency, he was a deputy in the Parlamento Centroamericano. After leaving office eleven lawsuits were brought against him for abuse of power in court. He was acquitted.

From 1998 to 2002 he was Member of Parliament for the Departamento de Francisco Morazán in the Parliament of Honduras.

On 19 September 2006 Callejas was canceled at the Miami airport for the visa. The U.S. administration of George W. Bush, represented by United States Immigration and Customs Enforcement declared him guilty of corruption.
