Restricted airspace

A Restricted Area ( officially area with flight restrictions, Eng. Restricted area ) is a fixed airspace over the territory of a State in the flights of aircraft temporarily or permanently restricted. They are defined for the prevention of threats to public safety or order, especially for the safety of air traffic.

Outside the territories may take on this task, the less restrictive risk areas. Areas where aircraft flights are completely banned, called air exclusion zone.

Basics

Restricted areas have defined vertical and horizontal dimensions. In addition to the spatial extent have restricted area over a time effectiveness. You can be effective throughout or only on certain days and at set times or only after prior notification by NOTAM. The vertical dimension is also changed in individual cases by NOTAM. Permanent restricted areas are published in the AIP and on aeronautical charts (especially ICAO cards) displayed graphically as well as with the country code and an "R" ( for eng. Restricted) followed by a serial number identified. For example, ED is R146 for the restricted area in the center of Berlin (E = ICAO Region Northern Europe, D = Germany, R = restricted).

These areas are set up to protect plants on the ground, or because there are in danger to aviation. Examples of permanent restricted areas, nuclear power plants, military training areas or places of government and parliament (eg the Berlin government district ). Temporary restricted areas or are crowds at major events set up, among others, for the protection of important persons (2007, for example, Pope at World Youth Day 2005 or the G8 summit in Heiligendamm ) (eg Oktoberfest ).

One form of this is the limited areas of temporary reserved airspace (English Temporary Reserved Airspace; TRA), are restricted or not allowed in the test flights of civil aircraft, as this is reserved for exercises of military aircraft.

Situation in Germany

By flights

By flights through active restricted areas in Germany are permitted if:

  • The type of restriction permits,
  • By flights have been generally approved by the Federal Supervisory Authority for Air Navigation Services (BAF )
  • In individual cases, the competent ATC unit has agreed to
  • The users of the area has issued a permit ( for military flights )
  • Was made for rescue flights an agreement between the control center and the respective for the potentially causing activities in the area with flight restrictions competent authority.

Violations

The unauthorized flying in a restricted area can be punished in Germany with a fine or imprisonment for up two years.
