Saray ( Turkish for palace ), ( Kurdish: Mehmûdî; formerly Mahmudiye ) is a town and a district in Turkey. It belongs to the province of Van in Eastern Anatolia and is located on the border with Iran. Saray is located in the east of the province, bordering Iran. The district has 23 378 inhabitants Saray, the city of 3,783 (as of 2011 ). In addition to the city Saray there is no other church. The majority of the population of the district lives in 23 villages ( Koy ).

1869 Saray was elevated to a Kaza and renamed after the founding of the Republic in 1923 in honor of General Kâzım Özalp in Kâzımpaşa. With the adoption of surnames Act in 1934, the name of the place in accordance with the surname Kâzım Özalps In Ozalp has been changed. 1946, the Management of the county was gone, moved from the border in the village Kargalı, that meant from now on Özalp. The old Özalp in 1990 as an independent Saray district.
