Secretariat of the Communist Party of the Soviet Union

The Secretariat of the Central Committee was a body of the Social Democratic Workers' Party of Russia ( RSDLP ) and the Russian Communist Party and the Communist Party of the Soviet Union ( CPSU ).

Establishment and initial management

In February 1919, the Secretariat of the Central Committee of the Communist Party of Russia was created as a permanent establishment of the party by the Eighth Congress (B). The Secretariat was led first by "responsible secretaries ".

In addition to the more significant Secretariat since the spring of 1919 was temporarily called Orgbüro. The Organization Office of the Party was elected by the plenum of the Central Committee and was composed of the Central Committee members. Some CC members were active in both bodies. The XIX. Party Congress in 1952 transferred the purely organizational skills of Orgbüros to the Secretariat of the Central Committee.

In April 1922, by decision of the XI. Party Congress, the term Secretary General of the Central Committee of the RCP introduced (B ) and Josef Stalin elected General Secretary. Until 1991, the secretariat by the Secretary or by the First Secretary ( between 1952-1966 ) was passed (see also CPSU; leadership, general secretaries and first secretaries of the party).

Tasks and organization of the Secretariat

The Secretariat of the Central Committee led the ongoing tasks of the party leadership, especially the selection of personnel, monitoring the implementation of decisions of the Central Committee and the supervision of the activities of salaried employees of the Central Committee. It had the following organization:

  • Initially, there were six to nine Departments of General, squad, organization and instruction, propaganda, training, agriculture, special, most of which were conducted by the Central Committee secretaries.
  • In 1948 the Secretariat in 11 departments for General, organs, propaganda and agitation, heavy industry, light industry, agriculture, transport, planning and finance, foreign, armed forces, as well as special was divided.
  • In 1987 there were eleven including the Secretary-General Central Committee Secretaries.

The Central Committee Secretaries were mostly men, rarely were women ( Yekaterina Furtseva, Galina Semenova, Elena Stassowa, Alexandra Birjukowa ) as ZK- secretaries worked. Most secretaries were also full members or candidates in the Politburo of the Communist Party. The list is largely complete.
