Social Democratic Party (East Timor)

The Partido Social Democrata ( German Social Democratic Party ) is an East Timorese party, which was founded on 20 September 2000. Despite its name, the party is usually calculated on the political spectrum to right center, even to think of itself as in the middle between the left and right standing. The aim of the party founder, was to offer the voters a moderate alternative to FRETILIN and UDT. In 2002, the party had 8,000 members.

The PSD was one of five parties in the coalition Aliança da Maioria parlamentar AMP in the National Parliament of East Timor, which formed the government between 2007 and 2012.

General

At the foundation of the headquarters of the Conselho Nacional de Resistência Timorense CNRT Xanana Gusmão said, as a speaker, which is why the party is a close as the first President of East Timor was said. The party was from its inception a member of the CNRT, the umbrella organization of East Timorese political parties and organizations, until its dissolution in 2001. Program

The PSD is in favor of respect for human rights, pluralism, participation, social justice, the rule of law, imposition of a minimum salary, the rights of women, children and minorities and individual equality and rights. Policy for an ideology rejects the PSD. The role of government in the economy and in environmental protection is emphasized. The focus of their efforts are education, culture, housing and health. Death penalty and abortion are denied. Social benefits are mainly from the War of Independence most affected, namely veterans, widows and orphans. The PSD supports the introduction of Portuguese as an official language and a development of the Tetums.

History

In the first parliamentary elections on 30 August 2001, the PSD received 8.2% of the vote and six of the 88 seats in the parliament of East Timor. The PSD deputies in parliament were Fernando Dias Gusmão, Leandro Isaac, Lúcia Lobato and Vidal de Jesus ( Comandante Riak Leman, former member of Falintil ). Milena Pires ( former campaign manager of Xanana Gusmão, gave their mandate to be on to head of UNIFEM Timor- Leste ) and Mário Viegas Carrascalão da Paixão de Jesus da Costa, Vice- President of the Parliament, were replaced during the legislative session by João Mendes Gonçalves and Maria.

Leonardo Isaac joined the beginning of March, enclosed in Same rebels under the leadership of Alfredo Reinado in to protest their impending arrest. At the storming of the town by Australian soldiers, he was uninjured. Four rebels were killed, some were captured, but Reinado escaped. Prior to these incidents, the PSD Reinado had invited to compete as their candidate in the presidential elections of 2007. Later, the party leader Mário Viegas Carrascalão announced his candidacy, but then Lúcia Lobato went to the only female candidate in the elections. She dropped after the first ballot, with 8.86 % of votes.

In the parliamentary elections on 30 June 2007, the PSD joined in a joint list with the Associação Social Democrata de Timor ASDT. The list was called Coligação ASDT / PSD ( coalition ASDT / PSD, short C-ASDT/PSD ). She received 15.73 % of votes and 11 of the 65 seats in parliament. It was thus the third strongest party after FRETILIN and Congresso Nacional da Reconstrução Timorense CNRT. In the districts of Manufahi, Aileu and Ainaro the ASDT / PSD even won the most votes. FRETILIN, which was the largest party with 21 seats, laid claim to the lead in a future government, whether as a minority government or a coalition, but C-ASDT/PSD, CNRT and Partido Democrático PD joined in a coalition under the behalf of the Parliamentary majority Alliance together, shortly AMP. The AMP has 37 seats with a slim majority in parliament. After unsuccessful negotiations with the FRETILIN and mediation attempts by President Ramos -Horta, including the CNRT president Xanana Gusmão was asked to form a government and is now an AMP - government as prime minister before. In early May signed the ASDT an alliance statement with FRETILIN. However, they did not leave the coalition government, but plans to work together in the next election with FRETILIN. Both parties have therefore called for new elections in the spring of 2009. However, the PSD remained despite discontent in the ranks in the coalition with the CNRT.

In the parliamentary elections in 2012, the PSD failed with 10,158 votes (2.15 %) at the three- percent threshold. About 3% of the PSD in the districts of Bobonaro district received ( 3.17% ), Manufahi (5.70 %) and Oecusse ( 5.87% ).

Important members

Co-founder and the first chairman of the PSD was Mário Viegas Carrascalão, who was already during the Indonesian occupation governor of the then province of Timor Timur and thereby revealed violations of human rights of Indonesians. He enjoyed in East Timor and throughout Southeast Asia a high reputation.

His successor as party chairman was 7 December 2008 Zacarias Albano da Costa. He sat down against Secretary Fernando Dias Gusmão in a crucial vote by. Costa was between 2007 and 2012 Foreign Minister of East Timor, formerly Adviser at the U.S. Department for International Development USAID and former deputy chairman of the UDT (1993-2000 ). At times, Costa was the General Secretary of the PSD. Fernando Gusmão finally left the PSD and founded the Partido Nacional do Desenvolvimento (Party of National Development PDN). Secretary General of the PSD is now Marito Magno.

Lúcia Lobato is deputy chairman and sits for the PSD since 2001 in the National Parliament. She was a presidential candidate in 2007 and in the IV administration of East Timor Minister of Justice. 2012 Lobato was sentenced to five years in prison for fund mismanagement and removed from office. Another Vice President Riak Leman is Vidal de Jesus.

João Mendes Gonçalves is also vice-chairman and party spokesman. He served in the IV administration, the Office of the Minister of Economy and Development.

Papito Monteiro was from August 2007 to September 2008 Secretary of State for Rural Development, but resigned for health reasons from his post.

Other former members of the senior management of FRETILIN and UDT are among the founders. Even the later President of East Timor, the nonparty José Ramos -Horta said to have played a role in establishing what Ramos -Horta but denies. Other prominent members are Germano Jesus da Silva (former FRETILIN ), Carlos Alberto ( former director of the delegation of the UNHCR), Agio Pereira (former FRETILIN, CNRT now ) and Maria Paixão da Costa.
