Life

The Archbishop of Manila, Jaime Lachica Cardinal Sin, ordained him priest on 5 October 1985. Pope John Paul II appointed him on 25 July 2001 as Titular Bishop of Nona and Auxiliary Bishop of Manila.

He received his episcopal consecration of the Archbishop of Manila, Jaime Lachica Cardinal Sin, on 31 August of the same year; Co-consecrators were Crisostomo A. Yalung, Bishop of Antipolo, and Jesse Eugenio Mercado, Auxiliary Bishop of Manila.

On 3 May 2004, he was appointed Bishop of Balanga and introduced into the office on July 3 of that year. On September 8, 2009, he was appointed Archbishop of Lingayen - Dagupan and introduced into the office on 4 November of the same year.
