The Supreme People's Assembly of the Democratic People's Republic of Korea is formally the supreme organ of power of the state. Their powers and the election of its members are regulated in Articles 87-99 of the North Korean Constitution. The current 12th Supreme People's Assembly belong to 687 deputies.

Deputies are elected every five years by the people. The elections are in accordance with Article 89 of the Constitution " universal, equal, direct and secret. " This does not mean that the Supreme People's Assembly is elected democratically, because there is no functioning multi-party system in North Korea, in the face competing groups with different programs of a choice by the people. The country is dominated by the Communist Party of Labour of Korea ( WPK abbreviation ), whose leadership is enshrined in the Constitution of the country. The two other so-called " non-Communist " parties ( the Korean Social Democratic Party and the Chondoistische Ch'ŏngu Party ), which are otherwise not allowed in North Korea shall cease to have political activities and to create the semblance of a democratic multi-party system.

The three formally exist in North Korea Parties " Democratic Front for the Reunification of the Fatherland" (similar to the National Front of the GDR ) are summarized in the Unit list. There is therefore in elections theoretically only option for or against this list to vote. An alternative to the choice of the unit list does not exist. According to official data regularly accounts for 100 % of the votes cast at the unit list. Representatives from the North Korean foreign organization in Japan, Ch'ongryŏn be selected from the list to parliament.

Function

As such, the Supreme People's Assembly is responsible for the legislation of the country. Nevertheless, it is no parliament in the classical sense because they are not constantly working. It occurs in accordance with Article 92 of the Constitution only once or twice a year to attend meetings in the art troupe Congress Hall. In the periods between sessions, so as good as ever, the legislation applied by the Presidium of the Supreme People's Assembly. Its chairman was until the introduction of the presidential office in 1972 while head of state of North Korea. After the death of the only previous president Kim Il-sung was declared the office of chairman of the National Defence Commission, the Kim Jong -il occupied until his death on December 17, 2011 is the highest in the state. According to the Constitution, however, is still the chairman of the Presidium of the Supreme People's Assembly (since September 5, 1998 Kim Yong -nam ) Head of State and accordingly takes of protocol tasks, such as the accreditation of foreign ambassadors.

History

The predecessor body of the Supreme People's Assembly was the People's Assembly. Its members were elected in 1946 by local government bodies and elected its part, the so-called Provisional People's Committee, the body which took over the affairs of state until the proclamation of the People's Democratic Republic. The People's Assembly began a commission to draw up a constitution. This was adopted on 28 April 1948 in a special session of the provisional Parliament. The first elections to the Supreme People's Assembly were held on 25 August of the same year. According to official figures accounted for a turnout of 99.97 % of the 212 candidates of the Unity List 98.49 % of the vote. A so-called " meeting of representatives of the South Korean population " chose another 360 deputies. From 2 to 10 September 1948, the Parliament convened for its first meetings in which it adopted the Constitution and officially hoisted the government under Kim Il-sung into office on September 9.
