Preparations

Mayor of Strasbourg Roland Ries and the President of the Strasbourg Urban Community had the FFF announced the candidacy withdrawal of Strasbourg at the beginning of August 2010. The calculated 130 million euros of investment costs were not applied for the public sector. In May 2011, then nine stages ( in Bordeaux, Lens, Lille, Lyon, Marseille, Nancy, Nice, Paris and Saint- Denis ), been to two "Reserve stages " set ( in Saint-Etienne and Toulouse) as host cities. According to this definition, the club president of AS Saint- Étienne and Toulouse FC criticized the process noting that their colleagues from Lens and Nancy had belonged to the decision-making bodies. Even if they had then not participate in the vote would still be the uncomfortable feeling of "small agreements among friends ", including the fact belonged to UEFA President Michel Platini Nancy is also closely linked. In addition, by millions of French people from the west, the center and the south of the country were de facto excluded from the Games. On 16 June 2011, the number of full venues was increased by subsequent recording of Saint -Etienne and Toulouse to eleven. The UEFA justified this step with the new game mode, as the number of participating teams has increased from 16 to 24 and it is likely to benefit to removal of 51 instead of the previous 31 games.

The proposed new buildings, especially those in Décines -Charpieu (Lyon ), Saint -Isidore ( Nice) and Villeneuve d'Ascq (Lille ), were blocked for years by court judgments arising from claims of affected communities and residents. The hope in particular private developers aimed since 2011 to be able to overcome these barriers now, under the pressure means the "national interest ". 2012 End of the concrete of employees is so that the stadium of Lille is finished and can already be used by OSC Lille. In the case of Nice is expected with the inauguration in mid- September 2013. For Lyons purely privately financed Stade des Lumières the municipal building permit was issued in February 2012, though, but on the other hand is suit has been raised, that from October 2012 only leveling work were carried out on the premises. The actual construction work should begin in early August 2013; then the remaining 29 months are considered to be scarce, but realized until set by the UEFA date of completion. In fact, the foundation stone was laid until mid November 2013. Regarding Bordeaux although it was came in October 2011 on the signing of a PPP contract between the city and the private co-investors, but the construction could begin in late summer 2013.

Also in the stadiums extensions there was at this time a large span: during the reconstruction in Marseille ( at the same time continuing to run game mode) is already in full swing, especially hanging the Parc des Princes and the Stade Bollaert - Delelis in Lens far behind the schedule. In Lens has after the descent of the domestic Racing Club in the second division ( for season 2011/12 ) of the main financier Crédit Agricole Nord his promise even partially retracted. After a number of local authorities wishing to participate in the costs, is now in early 2013 but are yet started, however, reduced the modernization measures, provided that the General Council of the department of Pas -de- Calais granted around ten million euros for it. In contrast, explained Nancy on December 2, 2011 compared to the UEFA Organisation Society waiving his candidacy because the financing of the stadium to 32,000 seats Ausbaues due to the withdrawal of the Commune was no longer possible.
