These machines were based on the genus P 3/5 N; Frame and drive have not been changed, the boiler was slightly enlarged, and received a superheater. The cylinder has been increased by 20 mm in diameter. The cab was also performed larger.

The good experience with this 1921 -built vehicles - they were even used in express service - led in 1924 to the conversion of all remaining vehicles of the genus P 3/5 N to steam locomotives.

1925 P 3/5 H with the numbers 38401-38480 were classified in the series 38.4.

All 80 locomotives survived the Second World War and came to the German Federal Railroad. The last machine of this series, 38 432 went to Bavaria and Swabia, and was put out of service in 1955.

The vehicles were coupled with a Tender bay of type 2'2 'T 21.8.
