Evaristo Carvalho

Evaristo do Espírito Santo Carvalho ( b. 1942 ) was in 1994 and 2001 to 2002 Prime Minister of São Tomé and Príncipe.

First term

He belonged to the party PCD -GR, which had won the first free elections in March 1991 with an absolute majority. From 7 July 1994 to 25 October 1994, he was the first prime minister of the previous government he had listened as defense minister. Background of his nomination by the ruling since 1991 president Miguel Trovoada was a dispute between the President and the majority in the Parliament on the distribution of power between the two institutions. The PCD -GR refused to participate in the new government and Carvalho was expelled from the party. He joined then into the new party Trovoadas that Acção Democática Independente (ADI ). The Parliament was dissolved and fresh elections called for October. After the electoral victory of the former single party Movimento de São Tomé e Príncipe de Libertação ( MLSTP - PSD) in October 1994, its general secretary Carlos da Graça became the new head of government.

Second Term

His second term lasted from 26 September 2001 to 26 March 2002. The new president Fradique de Menezes, whose cabinet was Director Carvalho, nominated him after the dismissal of Posser Guilherme da Costa from the MLSTP - PSD as Prime Minister of a coalition government. In the parliamentary elections in March 2002, the party alliance UE Kédadji, who belonged to its ADI, 16.2 % of the vote and 8 of the 55 seats in parliament reached, while the MLSTP - PSD with 24 seats strongest party was again. His government was replaced by a new coalition government.
