Hedley Bull ( born October 6, 1932 in Sydney, Australia; † 18 May 1985 in Oxford, United Kingdom) was Professor of International Relations at the Australian National University, the London School of Economics and the University of Oxford until his death in 1985. Bull coined among others the concept of Dome tables analogy, by which international relations can be interpreted.

Bull is considered the founder of the English school. In his view, the international state system is not only characterized by anarchy, but also by common interests that would lead to the emergence of a body having common institutions " anarchical society".
