James Carroll grew up with his two sisters in Monasterboice, County Louth. He studied at University College Dublin and completed his studies in 2007. During his time at UCD, he was 2005-2006 President of UCD Students' Union.

In November 2009, Carroll moved for the late Senator Tony Kett in Seanad Éireann after the 23th and occupied the vacant seat new there.
