Mihail Kogălniceanu International Airport (Romanian Aeroportul iNTernational Mihail Kogălniceanu ) is a Romanian airport and is located in the village of Mihail Kogălniceanu, approximately 25 km from the city of Constanta in Romania. It was built in the period 1952-1962.

Forward Operating Site Mihail Kogalniceanu (FOS MK)

Since 1999 it is used by the U.S. as a military base. On 6 December 2005, the use of the airport as an American military base has been written contract for a period of 10 years. 2014 took over the duties of the FOS MK Kyrgyz U.S. base at Manas airport in the withdrawal of American troops from Afghanistan.

According to a June 8, 2007 by the Euro Europe investigator with the CIA scandal, Dick Marty, the presented report, there is evidence that at the military base secret torture prisons were housed and senior Romanian politician had knowledge thereof. As persons who authorized the torture prisons or at least knew about it and have to answer for, be referred to in the report by name: former President of Romania, Ion Iliescu, the current president of Romania, Traian Băsescu, the former advisor to the President for National Security, Ioan Talpes, the former Romanian Defense Minister Ioan Mircea Paşcu and the former head of the Directorate of military Intelligence service, Sergiu Tudor Medar.
