National Assembly (Suriname)

The National Assembly of Suriname ( De Nationale Assemblée, abbreviation DNA) is the Parliament of Suriname. Suriname has a unicameral. The parliament meets in the former building firm Het Park on Independence Square in Paramaribo. The move was necessary after August 1, 1996, a fire the old seat of the parliament ( Statengebouw ), an early 18th century historic building built in the Gravenstraat 2-4, had been completely devastated.

The Parliament consists of 51 elected representatives. Eligible voters usually determine every five years by universal, free and secret elections, the composition of the Chamber. The last elections to the DNA found on 25 May 2010 and currently held Jennifer Simons is (in short: Jenny Simons ) from the National Democratic Partij (NDP ) chairman.

The DNA is in accordance with Articles 71-74 of the Constitution, inter alia, Legislature, the government controlling and organizational functions.

In addition to the DNA Suriname knows nor the United People's Assembly ( Verenigde Volksvergadering, VVV ). This organ of the state consists of the deputies of the DNA as well as the district and the department councils. It occurs when a combination of the presidential and vice-presidential candidate (s) does not receive a two-thirds majority voting in the DNA. The choice is then made by the VVV by simple majority. Furthermore, in some special cases, the possibility of convening when a two-thirds majority of the DNA so decide.

History

The first representation of the people in Suriname was formed in the Dutch colonial period from 1866 through the Colonial Staten. 1936, the name was changed to Staten van Suriname. When Suriname became an independent republic on November 25, 1975, the parliament was called the Parlement van de Republiek Suriname. Due to the coup of 1980, the parliament was dissolved. From 1985, it was replaced by an appointed Assembly. De Nationale Assemblée in its present form dates from 1987. Upon return to democratic rule, a new constitution was adopted this year. This also includes the roles and responsibilities of the three national representative bodies, the DNA, the departmental councils were 712 - and 104 district councils with representatives set. On November 25, 1987, parliamentary elections were for the first time after the coup place again. More choices for DNA were performed in 1991, 1996, 2000, on 25 May 2005 and 25 May 2010.

Chairman since 1975

Emile Wijntuin was from December 1973 Chairman of the Staten van Suriname, and remained so after the independence of Suriname, until the dissolution of Parliament in 1980.

After the elections of 1987 Jagernath Lachmon Vooruitstrevende Hervormings Partij (VHP ) ( Progressive Renewal Party) Chairman of the DNA, he had already served twice during the time of the Staten van Suriname this function.

On October 10, 1996 Marijke Djawalapersad of the grassroots party for Renewal and Democracy ( BVD ), a splinter of the VHP, elected chairperson. She was with this, the first woman in the history of the Surinamese President of the parliament was. Djawalapersad in turn was replaced on 24 July 2000 in the Official by Jagernath Lachmon, who exercised it until his death in October 2001. As the successor to his party comrade Ramdien Sardjoe was chosen.

After the parliamentary elections of 2005, the DNA came together for the first time on 30 June 2005. These were Paul Somohardjo of the Pertjajah Luhur and Caprino Allendy of the A Combinatie, both parties belonging to the government coalition, was elected with 29 votes each as Chairman or Vice - Chairman of the DNA.

In the first session of the DNA, on 30 June 2010 after the parliamentary elections of 25 May 2010, by 26 votes Jenny Simons ( NDP) to the Chairman and by 25 votes Ruth Wijdenbosch of the National Partij Suriname ( NPS) as Vice - Chairman the DNA selected.

Composition of the DNA

  • Nieuw Front ( NF) - 23 seats (33 )
  • A Combinatie - 5 seats
  • Democratisch Alternatief 91 (DA 91) - 1 seat (2)

( These three parties / coalition to form a government coalition New Front Plus, with 29 seats)

  • National Democratic Partij (NDP ) - 15 seats ( 7)
  • People Alliantie Voor Vooruitgang ( VVV ) - 5 seats
  • A1 Combinatie - 2 seats

( These three parties / coalition provide the opposition with 22 seats).

Since the parliamentary elections May 25, 2010 De Nationale Assemblée following composition:

  • Government coalition: 23 seats - Mega Combinatie (MC ); MC consists of four parties, of which the NDP with the Chairman of the Parliament Jenny Simons and the newly elected President of the Republic of Desi Bouterse is by far the most votes in the elections united to himself.
  • 7 Seats - A Combinatie ( AC); the AC is a merger of three Marron parties, with the deputies Ronnie Brunswijk as chairman.
  • 6 seats - people Alliantie (VA ); the VA is also a union of several parties with the predecessor of Simons, Paul Somohardjo as chairman.

The turnout on 25 May 2010 was 72 %. A total of 324 366 people were eligible to vote.
