The Office of the High Commissioner for Human Rights is based on articles 1, 13 and 55 of the Charter of the United Nations. Its creation was decided, on the recommendation of the Vienna World Conference on Human Rights in June 1993 on 20 December 1993 at the 48th UN General Assembly in Resolution 48/141; as the first High Commissioner was the Chairman of the Working Group on Human Rights, José Ayala Lasso, determined.

The High Commissioner and the UN Human Rights Council

In contrast to the experts of the UN Human Rights Council, the High Commissioner is a high-ranking official of the United Nations, which is nominated by the UN Secretary-General and approved by the UN General Assembly.
