David began his political career during the popular revolution of Maurice Bishop against the regime of Eric Gairy in March 1979 when he was appointed as Head of Radio Free Grenada Deputy Minister of Information to 1983, the current government of Bishop.

In the elections of November 2003, he was was first elected as a candidate of the National Democratic Congress (NDC ) for Members of the House of Representatives, where he represents the constituency of the Town of St. George. The then ruling New National Party ( NNP) led by Prime Minister Keith Mitchell Claudius immediately handed a lawsuit to prevent the exercise of the parliamentary mandate by David and argued that he was a citizen of Canada and thus not selectable. This complaint was rejected.

In the elections for the House of Representatives on 8 July 2008, which led to the victory of the NDC, he was elected deputy again in the constituency Town of St. George. The Government then formed by the Chairman of the NDC and current Prime Minister Tillman Thomas, he was appointed on 13 July 2008 as Minister of Foreign Affairs and Tourism. He is also General Secretary of the NDC. As tourism minister he succeeded, among other things, the appointment of a new route between New York City and Grenada by Delta Airlines. As part of a cabinet reshuffle he handed the office of the Minister of Tourism on August 1, 2009 to the former Minister for Social Development, Work and Church Relations Glennis Roberts.
