Sandl is a municipality in Upper Austria in Freistadt district in Upper Austria with 1451 inhabitants (as of 1 January 2013). The municipality is located in the judicial district of Freistadt.

Geography

Sandl is located on 927 m height in open forest. The extension is from north to south 10.5 kilometers and 10.5 kilometers from west to east. The total area is 58.3 km ². 40.3 km ² is covered by forest and 17 km ² used for agricultural purposes.

West of Sandl rises the cattle mountain (1112 m), east of Hengstenberg ( 993 m) and north-east of Stone Mountain ( 1072 m ), the summit of which is in the Czech lands. In the village rises the Malse.

The municipality comprises the cadastral Hackl Brunn, Königsau Pürstling and Sandl.

History

The first settlers came Sandls by wild deforestation after 1376 Duke Albrecht III. confirmed that the Freiwald between Weitra and Freistadt without interest has been released for use. This voluntary repossession and excessive forest uses only ended in 1627, the Freiwald pledged as Emperor Ferdinand II to Leonhard Graf Helfried Meggau. To 1603 2 glassworks and a Maierhof the Zelkinger of 46 houses was reported. 1615 will be the place " Sandl " consisting of 3 houses, mentioned for the first time in a log, but a Rüstbaum with the year 1508 in the house Sandl 1957 found No. 38, with which the place Sandl over 100 years before the first mention of existed. In 1700 there were already 22 houses in Sandl. 1739 was founded by Alois Thomas Raimund Count von Harrach, the parish Sandl, 1742 the church including vicarage and school was finished.

In the years 1717-1754 a glassworks at Hengstenberg existed which was then moved to the village of Gugu ( there until 1770 in operation). The settlement of the industrial sector was illuminated no success, thus remained as a source of income for flax, the yarn production and from 1770 the reverse glass painting, which was taken from Bucher. Sandl was an important center of glass painting, in the resort, a museum was to set up.

The drift wood on the Aist from the year 1801 brought a planned forestry and the influx of working class families. Even after the abolition of the seigneurial regime, these farms provided a good source of income and employment opportunity for the population. It was not until the mid-20th century made ​​economic upheavals of Sandl a commuter town.

Since 1918, the town belongs to the province of Upper Austria. As in all of Austria 1920 Token Money was also introduced in Sandl. After the annexation of Austria to the German Reich on 13 March 1938, the village belonged to the Upper Danube. After 1945 Sandl was in the Soviet zone of occupation; after 1955 was an expansion and construction of infrastructure. In the village of Stone Forest Kapsreiter the group from Schärding operated a quarry.

Population

Development and Structure

In 1869, 1677 people lived in the municipality. By 1900 the population had grown to 1781 people. After that, the population fluctuated at a high level until 1961, and reached 1934 with 1782 inhabitants, the highest level in history. Since 1961, the population is decreasing dramatically, which is probably due to the remote location, harsh climate and the lack of labor and apprenticeships. Thus, the community Sandl recorded the most negative population development of the whole district. At the 2001 census, the proportion of residents who were 60 years and older, 20.8% was; 22.1% were under 15 years old. The proportion of the female population was 50.1 %.

Of the 1192 residents Sandls, which in 2001 were over 15 years old, 3.4 % had completed a university, college or academy. Additional 6.4% had completed a Matura, 43.7 % had attended a teaching degree or a vocational middle school and 46.6 % of all Sandler had compulsory education as their highest degree.

Ethnicity and language

The German dialect that is commonly spoken in the room Sandl and in Upper Austria, is the means Bairische. 98.5 % of the 2001 Sandler gave German as their everyday language. An additional 0.5 % spoke mainly Turkish, Czech 0.2%, the remaining 0.8 % were distributed among other languages.

The proportion of Sandler with foreign citizenship in 2001 was 1.2%, well below the average of Upper Austria. In this case, 0.5 % of the population Sandler had a citizenship of Turkey, 0.3% from Germany and a 0.5 % came from other citizens. Overall, in 2001 approximately 2.1% of Sandler was born in a country other than Austria.

Policy

The council and mayoral elections are held every six years, coinciding with the state election held. Since the year 1945, the SPÖ reached often the most votes, 1967-1997 always an absolute majority. The second strongest party in these years was always the ÖVP. 2003, the SPÖ was 47.8 % agree the strongest party and ruled by an absolute majority mandate. 2009, the SPÖ was 44.9 %, although slightly ahead of the ÖVP party winning most votes, but lost the absolute majority.

The municipal election in 2009 with a turnout of 95.1 % gave the following result:

Mayor of the municipality is Alois Pils of the SPÖ. He decided in 2009 a brief run-off election with 552 to 543 votes against Bernhard Klein of the ÖVP for themselves. The council consists of 19 members.

The next municipal election will be held in rotation 2015.

Coat of arms

The coat of arms is divided into three parts with the base color of gold. A green sloping left bar shows a silver trim saw with golden handles, which symbolizes the forestry in the extensive forests of the open forest. At the top is a Sandlbildrose with black handle and black leaves, this is the reference to the rich culture of glass painting. Below is a blue snow crystal is shown, indicating the role as a winter in the northeastern Upper Austria. The municipality colors are yellow, red and yellow.

The award of the municipality coat of arms and the approval of the municipality of colors took place on 8 March 1976.
