The fourth choice of the Ukrainian Parliament, Verkhovna Rada since independence in 1991 took place on 26 March 2006. It was the first parliamentary election since the " Orange Revolution ". It was generally seen as a vote on the continuation of the liberal, western -oriented course of the incumbent president Viktor Yushchenko. Whose party lost due to the widespread dissatisfaction with the perceived wrong or half-hearted policy of the President numerous voices, the choice list of former Prime Minister Yulia Tymoshenko and radical reformer, however, was the second strongest. The party of former Prime Minister Viktor Yanukovych was with a vote share of 32.1%, the strongest party, the biggest support was the Yanukovych been regarded as enemies of the democratic revolution and supporters of Vladimir Putin in the mostly Russian-speaking east and south of the country, while in Kiev and in the west of the country, the parties Yushchenko and Tymoshenko gained the majority.

Election procedures

This year's parliamentary elections were held solely on the basis of proportional voting. 450 Parlamatssitze be awarded according to country united party lists. There was a 3% electoral threshold in this election. Thus, it was the first election that took place exclusively by proportional representation. The elections in 1990 and 1994 were held exclusively by the majority vote. In this case, the candidate should obtain an absolute majority in his constituency in the first ballot, which resulted in several elections and constant understaffing of Parliament in 1994. 1998 and 2002 were 225 seats on party lists, and forgive the other 225 as direct mandates, which now gave only a relative majority of votes in the constituency.

Since the direct mandates were mostly purchased by non-party candidates, which then in parliament made ​​it difficult to form a clear majority, especially the strengthening of the parties was expected in the Parliament of this election by proportional representation.

Special importance was attached to this choice because of the entered into force on 1 January 2006 constitutional reform. The amended Constitution limits the powers of the President in forming a government in favor of Parliament. Now the Prime Minister is no longer proposed to the Parliament for easy confirmation, the President now has the majority ownership in the Verkhovna Rada note and suggest only the representative of the majority party (-ies ) to Parliament for choice. It was therefore expected that it comes to the first borne by the party coalition government. In addition, the control rights of Parliament against the government were extended and limited transfer powers of the President.

Final result

The polling stations closed on 26 March 2006 by 22 clock ( Kiev time). Since, in addition to the parliamentary elections of local and regional elections were still held, was the vote count only on Tuesday, March 28, completed early in the morning, but first projections were published on the basis of post-election surveys on Sunday evening. According to official data of the Central Election Commission took part in the election 67.13 % of eligible voters. The announcement of the official final score was performed by the Central Election Commission on 10 April 2006.

Attempted parties, alliances and choice blocks

The Central Election Commission of Ukraine has approved the lists of names of the 45 political parties and election blocks for election on March 26, 2006. But it came only five parties of the 3 % threshold and thus attracted a fraction in strength in the Verkhovna Rada.

Government crisis

In June 2006, a reissue of the first coalition between the block Yulia Tymoshenko, the People's Union Our Ukraine and the Socialist Party was decided. Tymoshenko should return to the Office of the Prime Minister, the previous prime minister Yuri Yekhanurov was provided as the new parliamentary speaker. However, the coalition collapsed even before the election of the Prime Minister by Parliament.

In the following weeks it became increasingly clear that only a coalition of the People's Union Our Ukraine Viktor Yanukovych Party of Regions can achieve a stable majority. After tough negotiations, the parties agreed on a joint government, on 2 August 2006, President Yushchenko that he would propose his former rival Yanukovych for the post of prime minister. By the coalition agreement between Yanukovych and Yushchenko the four-month government crisis in Ukraine was initially completed. Yanukovych was confirmed on August 6 by a majority in parliament.
