Nigerien National Charter referendum, 1987

The National Charter referendum in Niger in 1987 was held on 16 June 1987. The electorate voted Niger majority for adoption of the National Charter.

Background

Since the coup of 1974, which marked the end of the First Republic, Niger has not ruled on the basis of a constitution. The National Charter was designed as a precursor to only creating new constitution. The Charter was adopted on 21 March 1987 by the National Development Council of the military regime by decree and finally submitted on 16 June 1987 and the referendum. It provided for an advisory, non-elected state institutions and guaranteed freedom of association and restricted press freedom.

Result

From approximately 3,370,000 registered voters 3,262,314 went to the polls. This corresponds to a turnout of about 96.8%. Of the ballots cast were 3,255,323 valid and 6,991 counted as invalid.

The referendum was held under massive control of the military regime.

Follow

Instituted by the National Charter right to freedom of association, including a political nature, laid the foundation for the development of political parties in Niger. The referendum on the Constitution of the Second Republic was held on 24 September 1989.
