Felix Scharschenbajewitsch Kulow ( Kyrgyz / Russian Феликс Шаршенбаевич Кулов; born October 29, 1948 in Bishkek, then Frunze ) is a Kyrgyz politician and former Prime Minister of Kyrgyzstan.

Life

Kulow joined with 18 years in the militia and then studied from 1967-1971 at the University of the Soviet Ministry of Internal Affairs of the Russian Omsk. He then worked as a police detective, inter alia, Head of the Department for fight against drugs. In 1987 he was Deputy Interior Minister of Kyrgyzstan, a little later Minister of the Interior. 1992/93 he was briefly Vice President, 1993-1997 Governor of the Tschüi, 1997/98 Minister of National Security and 1998/1999 Mayor of Bishkek. In 2001, he was sentenced by a military court for alleged " abuse of his official position" to seven years imprisonment.

As part of the Tulip Revolution Kulow was released and received in the transitional government of President Kurmanbek Bakiyev the security chief, but he gave back after a few days in order to run for the presidential elections on 10 July 2005 can. Before the elections, Bakiyev and Kulow agreed to jointly compete in a tandem elections to prevent a split in the country between South and North. Bakiyev - sworn in on August 14 as president - appointed Kulow on 15 August 2005 to the Prime Minister.

The government Kulow resigned on 19 December 2006, with Kulow continued the official duties as acting. As a result, Kulow received twice, most recently on 25 January 2007, the required majority of Parliament to have this confirmed in office. On 29 January 2007, the Parliament elected then the previous agricultural and Industry Minister Asim Issabekow the new Prime Minister.

The nomination Issabekows Kulow saw as a breach of the agreement between him and President Bakiyev. He then said he wanted to join the opponents of Bakiyev. In February 2007, Kulow founded the " United Front for a decent future of Kyrgyzstan ", designed to combine the forces of opposition. Whether this succeeds, however, is questionable; the Social Democratic Party of Kyrgyzstan wants to join the United Front as little as the Kyrgyz civil society Edil Baisalow.

In the 2010 general election the party Ar - Namys founded by him moved into Parliament.
