Ibarretxe Plan

The plan Ibarretxe ( official name: Propuesta de Estatuto Politico de la Comunidad de Euskadi; German proposal on the political status of the community of the Basque Country ) provides, to break with the Statute of Autonomy of the Basque Country, and thus the Spanish Constitution, in order to gain more independence and, ultimately, to be sovereign. The plan was named after his Herald Juan José Ibarretxe, the former Lehendakari ( President ) of the Basque Country.

Content

The plan calls for a new Statute of Autonomy, which rests on three pillars:

  • The Basque people is a European nation with its own identity.
  • The right of the Basque people to decide his future, understood as the right to self-determination.
  • The decisions of the citizens of each region of the Basque Country ( Basque Country, baskischsprechende parts of Navarre, French Basque Country or Iparralde, see also Basque Country ) are to be accepted by the other peoples of Europe.

In addition, he proposes a series of reforms:

  • Freedom of relations with Navarre and the French Basque country, based on the decisions made by each of the regions.
  • An autonomous jurisdiction.
  • Spain should guarantee a direct representation in the EU, as is the case in the Netherlands, Belgium and the German federal states.
  • Guarantees that the new statute can not be unilaterally restricted or canceled. Therefore, the Tribunal Constitucional ( Constitutional Court ) is adapted and a bilateral commission be created to conflict resolution; Treaties and international agreements concerning the Basque Country, it confirmed before they come into force.
  • Recognition of the Basque citizenship and nationality, all residents of this community, so that they double, Spanish and Basque, gain citizenship. The attainment of one or the other citizenship is reduced or does not increase the rights and obligations.
  • Official Basque sports selections
  • Exclusive competence in public administration, education, culture, sport, language, finances, housing, environment, infrastructure, transportation, public safety, and social security.

Remain off Saves: Defence, Civil, commercial and criminal law (except the autonomous civil law and the contracts of the public administration), merchant marine, access to the Spanish Nationality ( Immigration, Asylum, ...), production, trafficking, possession of weapons and explosives, air traffic control and foreign policy.

The plan Ibarretxe expands the existing rights of autonomy from strong and would lead to a substantial independence of the Basque Country.

Course

The plan was announced by Ibarretxe in September 2001 in the Basque parliament and presented on 25 October 2003. The Basque Parliament adopted it on 30 December 2004 by an absolute majority of 39 votes to 35 and decided to forward it to the Spanish Parliament. In January 2005, the plan by the Basque Parliament President to debate and vote on the Spanish Parliament President was forwarded. On 1 February 2005, he was with 313 votes against (PSOE, PP, the United Left, Canary Coalition and CHA) to 29 votes ( PNV, ERC, CiU, EA, Na Bai and BNG), with 2 abstentions (IC -V) rejected.

On 28 September 2007 Ibarretxe announced in October 2008 to hold a Referendum on the " political future " of the Basque Country. Especially the part of the Socialists, the resumption of the plan is rejected because the terrorist organization ETA had officially ended their ceasefire in June 2007.
