The seat of government is located in Čadca.

Geography

The conservation area is located north and northwest of Žilina in the landscape Kysuca and is formed of two distinct parts. The whole area lies in the outer Western Carpathians and is formed by flysch. The western part is in the mountains and Moravian-Silesian Beskydy Javorníky as well as in the mountains Turzovská Highlands and touched the border the Czech Republic and Slovakia. The highest mountain is the Velky Javorník ( 1071 m nm). The eastern part is in the Beskids, and is occupied by mountains and Kysucké Beskydy mountains Kysucká highlands; it touches the Slovak- Polish border. The highest elevation is the Velka Raca ( 1236 m nm).

As a result of the late medieval Wallachian colonization, the area has a mosaic character, alternating with small settlements with old folk architecture as well as meadows, fields and forests.

The area belongs to the catchment area of the Waag, mostly fed by the tributary Kysuca. Only in Javorník Mountains opens a part of the streams directly into the Waag. Due to the impermeable Flyschgesteins and the relatively advanced deforestation of the outflow is relatively fast, which can sometimes lead to local flooding.

Compared to other long-distance Slovak conservation areas, the area of the PLA Kysuce with about more than 50%, relatively little is wooded. Oaks, there are very rare, however, are dominant houses and artificially introduced spruce monocultures. The original mixed forests are located only in the higher border areas. The area is home to several peat and bog localities where plants such as Sundew, ostrich fern, Turk's cap and Columbine, and a number of the family of orchids.
