Navarra

Unión del Pueblo Navarro (UPN, Union of the Navarrese People) is a regional party in the Spanish autonomous community of Navarre. UPN has about 7,000 members, is politically center-right on. It provides since 1996 the Regional Government of Navarre under Miguel Sanz. In the Spanish Parliament she now has one member ( a member of the PP Group), a deputy in the European Parliament ( EPP-ED group, as of November 2008).

History

UPN was founded in 1979 as a spin-off of the Spanish party UCD, as UCD had not clearly spoken out against an association of Navarre with the Autonomous Community of the Basque Country. Already in the two months later held the Spanish general elections of 1979, it reached a seat, shortly after she arrived at the Navarre regional elections on 13 of 70 deputies. From 1982 UPN each scored two or three seats in all the Spanish parliamentary elections.

In the following years, UPN established as the main conservative party in Navarre and as a carrier facing against Basque nationalism Navarre regionalism. Starting in 1982, was an agreement between UPN and the far spain active conservative party Partido Popular (PP ) after they competed together in elections and in the Spanish parliament formed a common fraction; In 1991, the hitherto existing PP- regional organization in Navarra was combined with the UPN. In the same year the party for the first time achieved a relative majority in the regional parliament and could provide the President with Navarrese Juan Cruz Alli.

After a short time the Navarre 1995 Socialists (PSN, the Regional Association of the PSOE ) had taken over the regional government, 1996 was again with Miguel Sanz a UPN member president of a minority government. Although UPN could improve their election result in each of the following regional elections, they did not achieve an absolute majority, but was tolerated by small parties and PSN.

This toleration came after the regional elections of 2007, when UPN 42.2 % of the votes recorded in danger as a result of the conflicts between PP and PSOE on total Spanish level UPN and PSN away from each other. It was also the first time be incurred electoral alliance NaBai in which all probaskischen small parties of Navarre had merged to become the second strongest with 23.7% of the state. From this came the coalition negotiations between PSN and NaBai that the PSN only under pressure from the PSOE tip finally broke off. The UPN government could continue to govern by their dependence on the toleration of the PSN, however, was clear.

This was a year later in the Spanish Parliament, as the PSOE minority government came under José Luis Rodríguez Zapatero in difficulty to achieve a majority for the 2009 budget. Notwithstanding the line of the PP Group, who voted against the budget to UPN that had achieved in the Spanish parliamentary elections in March 2008, two seats, agreed to an abstention. Indeed, finally agreed in tuning a UPN deputies along with the rest of PP parliamentary group against the budget, while the other followed the guidelines of the party leadership and abstained.

The PP then suspended on 22 October 2008, 1982 agreement and threatened the UPN tip with a " loss of contact ". The UPN responded by, excluded the deputies who had voted against the budget, and another prominent member who had expressed public support for the PP from the party. This in turn led to the fact that on 28 October the PP alliance with UPN finally aufkündigte and its 1991 resolution Navarre Regional Association rebuilt; those excluded from the UPN members were offered inclusion in the PP. The remaining UPN MPs resigned from the Group of PP on November 17, 2008.

After the regional elections of 22 May 2011, the UPN formed a coalition government with the PSOE. In the elections to the Spanish Parliament 22 November 2011, however, UPN and PP reappeared with a common list. About this list attracted a member of the UPN in the House of Representatives and two members of the UPN in the Senate of the Cortes Generales. But you still belong in both chambers not the PP Group to, but are non-attached.
