Tülay Tuğcu

Hülya Tulay Tuğcu ( born June 12, 1942 in Ankara) is a Turkish lawyer, who was from 2005 to 2007 President of the Turkish Constitutional Court.

Career

Tulay Tuğcu studied at the Law Faculty of Ankara University. She was appointed on 25 July 2005 as President of the Constitutional Court. She is the first woman who has assumed office.

As a constitutional judge she agreed since 1999, inter alia, for the prohibition of Fazilet and policy prohibitions against two members of the FP. She was also a member of a commission that the prohibition to allow graduates of Imam Hatip schools for police academies confirmed.

They also voted for the ban HADEP and the policy bans on 46 of its members.

The action of the MHP against the abolition of the death penalty and against allowing native language publications in the course of harmonization with the European Union found their support. The Constitutional Court decided yet majority against the lawsuit and so paved the way for the accession negotiations with the EU.

On 12 June 2007 she retired. Tuğcu is married and the mother of two children. Her husband works as a lawyer.
