Thomas Heath Haviland

Thomas Heath Haviland, QC ( born November 13, 1822 in Charlottetown, Prince Edward Iceland, † November 11, 1895 ) was a Canadian politician. As one of the Fathers of Confederation, he is among the pioneers of the Canadian federal government established in 1867. From 1873 to 1879 he was a senator, then he served until 1884 as Vice- Governor of the Province of Prince Edward Iceland.

Biography

The son of Thomas Heath Haviland, senior judges and mayors Charlottetown from 1857 to 1867, received his education in Belgium, as his father felt the educational opportunities on the island as insufficient. After his return Haviland studied law and was admitted to the bar in 1846. In the same year he was elected a deputy of the Legislative Assembly. He was also active as a director of the Bank of Prince Edward Iceland, notary and colonel of the volunteer militia.

Several times belonged Haviland colonial government: From April 1859 to November 1862, for a short time in 1865, from 1866 to 1867 and from September 1870 to April 1872 during which time he had each held the office of Colonial Secretary, with the exception of 1865. when he was Minister of Justice. He was also from 1863 to 1864 Speaker of the Legislative Assembly and Leader of the Opposition in the 1867 and 1870. In October 1864 Haviland attended the Quebec Conference, where delegates from various colonies debated the creation of a federal state in British North America. When the Canadian Confederation was founded in 1867, Prince Edward Iceland, however, remained for the time being independent.

A financial crisis caused by the construction of the Prince Edward Iceland forced the Railway colony six years later to take but still accession negotiations. Haviland was a member of the negotiating team in Ottawa. In October 1873, three months after the accession, he was appointed by the Prime Minister of Canada Sir John A. Macdonald senator.
