Haibei Tibetan Autonomous Prefecture

The Autonomous District Haibei of Tibetans (海北 藏族 自治州Haibei Zangzu zizhizhou ) is located in the northeastern Chinese province of Qinghai and the Tibetan cultural region of Amdo Act.
