Political positions

Known nationwide was Buschkowsky 2004 with the thesis " multiculturalism has failed". As mayor of this Berlin district with a high proportion of people with a migration background, he represents a middle ground between government subsidies ( transfers) and sanctions. Particular emphasis he stands up for a good education for children and young people of non-German origin, he wants especially to enforce a mandatory kindergarten and a comprehensive range of all-day schools.

Escalations as a political tool

Buschkowsky has become known as a politician who has made social problems such as youth crime and unemployment, forced marriages and honor killings to the center of his public statements. However, his comments come across very well received, but also on brusque rejection. He polarized so among his electorate and within his party. He describes his pointed comments as " boundary violations ," the " a legitimate means in politics " were. Despite partial matches in the integration and social policy Buschkowsky expressed repeatedly critical of the theses of his fellow party member Thilo Sarrazin and threw this in front of a close to racism.

Experiences from Rotterdam and London

After a trip through the social focal points of the large cities of London and Rotterdam in the summer of 2008, he holds a mix of prevention and repression of " troublemakers families " for the most effective. He recommended successfully under their Muslim mayor Ahmed Aboutaleb applied measures of the Municipality of Rotterdam introduce in Berlin. The most important criterion is the school attendance of children; in socially disturbed children, certificates should be issued to the parents, to force a conversation with them. A party internal representation of his proposals was initially prevented by the state - SPD, as his opponents such as Thomas Kleineidam are fundamentally opposed to new repression and want to make an integration problem not a crime problem.

The intra-party criticism and defense against Buschkowskys proposals is facing an increasing rejection and incomprehension among sections of the Berlin press. His experiences from Rotterdam and London, he could convey to a wider audience both in the Berlin CDU and FDP as well as in several public appearances in the media and panel discussions.

On 16-17. December 2012 visited Buschkowsky again Rotterdam with Raed Saleh, the Group Chairman of SPD parliamentary group in the Berlin House of Representatives. There she studied children's and youth projects in socially disadvantaged neighborhoods. Then she summed up, among other things, that the Rotterdam city council " outreach work, clear delimitations and close cooperation between the authorities involved " promotes. After the presentation of their thoughts and suggestions before the SPD state faction declared Finance Senator Ulrich Nussbaum and Education Senator Sandra Scheeres to let their willingness to Berlin focal schools get " per 100 000 euro for around 100 schools." SPD, Alliance 90/The Greens and the Left Party welcomed the initiative.

The Häußermann study

A working group of the Humboldt University for the social scientist Hartmut Häußermann examined Neukölln in the period 2001-2006 and found a worsening of the social situation of the immigrants. Häußermann took Buschkowsky against allegations protection to be an " alarmist ", as in Neukölln the emergence of no longer integrable sub- layer must be prevented.

Children and care allowance

For several years Buschkowsky criticized the West German family and educational policy, which he completely missed holds for structural policy and therefore here calls a "paradigm shift ". In this context, he often speaks to the child benefit because it keeps used it largely inefficient. Instead of transfer payments - such as by means of payment of child support - should be invested in goods and services in pre-school education and in educational infrastructure more of it. Cash benefits would often spent irrelevant. Since 2009, he also proposes a halving of the total budget for child support ( 35 billion euros ) in favor of profound improvements in primary and secondary education. This effect could be prevented an imminent segregation and solidification of social classes.

The child benefit, he also recommends as a means of social disciplining notorious truants, "Come, for example, the child is not in school, also is not a child's money into the account. "

The so-called care money that was agreed in the coalition negotiations, the CDU / CSU-FDP coalition government in October 2009 for families, rejects Buschkowsky.

Policy as District Mayor

Total and all-day schools

In 2005, the Albert -Schweitzer -Gymnasium was threatened with closure because of the steadily decreasing number of students. Buschkowsky wanted to prevent the closure, which is why he provided for an extension of the high school to a day school. The new headmaster George Krapp, who had led in Prague Czech students to the German Abitur, 2005 was set as the new director. School aide from the German -Turkish Center ( DTZ ) with an immigrant background also took over the homework and recreational activities. Within three years, doubling the school population, the number of high school graduates has quadrupled and the high school grade point average improved. The Senate approved in 2009 a pilot project

Years of negative developments on the Rütli school culminating in an article published on 30 March 2006 call for help from overburdened teachers and a shocked reporting on. Buschkowsky sat then establish a panel, which should work out appropriate solutions to the problem. The conceptual design of saw before, the area around the Riitli school remodel a high-quality educational center. Neighboring and previously rival schools were to a community school from two high schools and an elementary school together ( Riitli, Heinrich -Heine- school and Franz Schubert Elementary School ) and extended to a day school in the school year 2008/2009. New buildings for a school canteen, two day care centers and the youth club "Manege " with a music school and a counseling center were added to the career choice. The project is now called Campus Riitli - CR ². Through a partnership with the Albert -Schweitzer- Gymnasium students also facilitates the way to high school. With financial support from the Berlin Senate Administration for Education and for urban development of the overall plan could be implemented quickly. The report responded to the changes positively. Today, the formerly criticized school is considered a role model for a socially - inclusive education system. Many educators of non-German origin apply for a job with the campus Riitli.

Initiative for security guards in schools

Due to the increase of violence against students and against teachers within schools, of which one-fifth by outsiders, Buschkowsky planned hiring of private security guards for fall 2007. During this procedure triggered reservations in his party, supported 18 of 24 high schools in the district of Neukölln and county and district parent committee his plan. First, the then Education Councillor Wolfgang Schimmang spoke with all relevant bodies on the security guard, only after there has been agreed in each case the majority, after all efforts have been made also to the approval of the SPD parliamentary group in the Berlin House of Representatives. From mid-October 2007, the security guards were used to so far 21 of 70 public schools in the district, all participants stressed the experimental nature of the wax protection.

Shortly before the beginning of the protective measures jumped from the Berlin service provider, Dussmann. Buschkowsky blamed for the withdrawal of state politicians and stuck to his plan. The contract was awarded, the Bielefeld security company Germania. Interior Senator Ehrhart Körting (SPD ) criticized the initiative in principle: that discipline is " not establish paramilitary units, but only through education" in schools. Buschkowsky warned against submitting to refer to the control of student ID cards as paramilitary and held the agreement to be a " linguistic blunder ". On 10 December 2007 were under great media attention for the first time security guards their service to the schools. As the number of serious violent incidents could be reduced from 53 to four, the security guard was expanded in September 2008 to more schools in Neukölln. Due to lack of money the security guard in 2012 had to be adjusted, but from October 2012 could again at twelve Neuköllner schools security guards carry out their duties. The financing is secured by the end of 2013.

Since parents evenings in schools almost no one appeared, a so-called low-threshold range was developed. Instead of waiting for the families visiting social worker migrant families. Since 2008, the school social workers are also stations with parents cafes as a focal point for seeking advice parents. The project received the 2008 "Metropolis Award", an award for outstanding measures to further develop the quality of life in cities, and other awards. The funding was initially limited until 2008 and was then extended by the Senate Department for Urban Development to 2010. As part of the funding action spaces, the project was still supported up to and including 2011.
