Karol Karski

Karol Karski Adam ( born May 13, 1966 in Warsaw) is a Polish politician, a local politician and since 2005 member of the Sejm in the V. and VI. Legislature, former State Secretary at the Ministry of Foreign Affairs in the government of Jarosław Kaczyński.

Life

In 1990 he finished his studies in law at the Faculty of Law and Administration at Warsaw University. In 1991 he finished his studies at the Institute of International Relations at the University of Warsaw. In 1998 he received his doctorate based on the doctoral thesis entitled " The collapse of the Soviet Union and international law " He also completed a postgraduate studies at the Academy of International Law in The Hague (1990) and the Academy of European Law in Florence (1992).

Since 1990 he was a research assistant at the Institute of International Law at the University of Warsaw, where he also currently (2008) as an adjunct ( for example with the Assistant Professor equivalent) has been working in the Department of International Law. He lectures in the fields of international law and European law. He also exercises the office of Deputy Chairman of the Council of the Polish Institute of International Law. He is the author of many scientific publications in International and European Law and is a member of the Board of the Polish group of the International Law Association (ILA ).

Even before the beginning of his studies, he joined the Zrzeszenie Studentów Polskich (Association of Polish Students - ZSP ). According to Włodzimierz Czarzasty he was in that organization in the central management level is active, including Chairman of the Major Revision Commission. Karol Karski denies this. Because of its activity in the ZSP, he was awarded on March 7, 2001 by President Aleksander Kwasniewski at the Golden Polish Cross of Merit.

In 1988 he became a member of the Polish National Rada of the Warsaw district of Żoliborz on the recommendation of ZSP.

In 1994, he was active as a local politician in Warsaw. He was a town councilor of the municipality of Warszawa -Centrum and the district Żoliborz. From 1994 to 1998 he was Deputy Chairman of the Parliament of the Warsaw voivodship. Since 2002 he was a member of the City Council of Warsaw, was the Deputy Chairman ( 2002-2005 ) and Chairman ( 2005). He served from 2004 to 2005, the Office of the Vice President of the Region Committee of the European Union.

After Włodzimierz Czarzasty and the Tygodnik Powszechny he was a member of Stowarzyszenie Ordynacka. Karol Karski denies this and admits to have only attended a meeting of this association. He was until 2000 in the Catholic right-wing conservative Porozumienie Centrum ( center - agreement - PC ) is active. He then joined the Ruch Społeczny at AWS ( AWS Social Movement ) and later became a member of Prawo i Sprawiedliwość ( Law and Justice - PiS ), where he is a functionary to party discipline since 2006.

In the 2005 parliamentary elections, he was elected for the constituency of Warsaw on the list of PiS in the Sejm. He scored 2,953 votes. In the Sejm V. election period, he held the post of Chairman of Committees for EU Affairs and for the revision of Präsidialentwurfes for a lustration law. Karol Karski was also chairman of the Sejm Extraordinary Commission for the first amendment of the Polish Constitution. He dealt with this procedure and admissibility of deliveries, especially the execution of the European arrest warrant and the principles of Poland's cooperation with the International Criminal Court. He was Chairman of the Delegation of the Sejm and the Senate to the Parliamentary Assembly of the Council. From 2006 to 2007 he was Deputy Chairman of the Commission of this Assembly for the fight against crime and terrorism. In 2007 he was appointed Deputy Chairman of the Parliamentary Assembly. He is a member of the Council of the Permanent Forum on Polish- German cooperation. From 6 September to 21 November 2007 he was State Secretary in the Ministry of Foreign Affairs.

In the 2007 parliamentary elections, he was with 3,524 votes for the second time deputy for the PiS. In the Fourth legislature he is again a member of the Presidium of the PiS fraction. He is Deputy Chairman of the Sejm Commission for Foreign Affairs and member of the Sejm Commission for EU affairs.
